I think I figured it out. It appears that there are some options for sighted
users that saves visual space on the screen and the keyboard commands vary with
how that is set.
There is a button called "Ribbon options submenu". To get to it, arrow once
right past the Customize Toolbar button.

I made the switch from Outlook 2003 to 2016 and have been fighting
with 3 months. In my opinion the 2016 version which I am running on
Windows 7 64 bit stinks. Might be better when MS decides to fix it.
I recommend sticking with 2003 to keep your blood pressure down.
