Very strange. My iPhone XR running iOS 15.6.1 is set to currently not speak caller ID but still does announce who's calling. This happens also when wearing headphones like Sony XM3 and Apple AirPods 3. gen. I suspect VoiceOver speaks caller ID regardless of that setting since the screen activates
