I did most of those things though I don't know what "force quit all apps" means.
I did clear the app switcher and reboot the phone with no change in the
connecting status. I also signed out of the iTunes store and back in also with

I would assume the download only option will just download the update to
your PC and let you update your iPad later. If your iPad is connected to
your PC, and you want to perform the update now, then go with the
download and update option.
