This is the first year in a long time that I haven't been involved in the
Wikimania selection process, and I am very pleased to have passed the torch
to such capable hands :)

I agree completely with this, there is no point potentially humiliating a
bid team by revealing that they got very low scores, for example.

Perhaps a way forward would be that the scoring matrix for each bid team
would be sent privately to that team (perhaps with some anonymisation of
members of the jury), and it would be up to each bid team whether they
wanted to make their numbers public.

Hi all,

Just to provide a bit of perspective to the crime concerns, I had a look at
the Australian Government's smart traveller page for travel advice (
http://www.smarttraveller.gov.au/zw-cgi/view/Advice/)

They mark nations and regions as green (normal), yellow (exercise
precautions), orange (reconsider travel), or red (do not travel).

On their list, all proposed host countries - Mexico, South Africa,
Indonesia, Tanzania and Tunisia - are marked "yellow".  Some parts of
Mexico, Indonesia and Tunisia are "orange" (see the site for specifics) but
the host cities/proposed host cities are fine.  So taking into account the
fact that Italy withdrew, there isn't really a risk of any one host over
another.

Thanks for your comments. I'm part of the WMMX bidding team and I happen to
live in the Centro Historico area (only a few bus stops away from the
venue). Even though it's anecdotal, I can say that *a good deal of my free
time is spent in this zone and I've never experienced crime here*. I do
take precautions, but they are nothing out of the ordinary (no flashing of
valuables, hailing a cab after hours, avoiding dark alleys, etc.)

I will not say crime doesn't exist: it's a real risk, strongly considered
when making our bid. As Ivan said, we don't want to take chances and will
have additional support from the authorities (Ivan is our superstar in this
regard). We believe the venue is safe and we're sure our guests will enjoy
their stay here. The zone is safe for (part of) our team to live there.

That said, our team (myself included) are looking forward to your questions
and comments. Rest assured we will do our best to make of this the best
Wikimania experience for everyone.

come to Mexico from the States are safe, but is more safe have this

I find it difficult to believe it would be that bad. Yes, it might causes
some issues if it turned out that a bid won because it was the "least worst"
and was actually still very unpopular with the jury. However, I think people
understand that no bid is ever perfect and wouldn't expect every jury
decision on who hosts Wikimania to be unanimous. 

At the very least there should be a written explanation on what the
strengths of the winning bid were, and what the problems of those that
didn't were. This has been done in past years and would help prevent
mistakes being repeated. Also, since Wikimania is a public conference, I
think those that attend it and support it deserve to know why and how it
gets to be hosted in a particular place.

As someone who has followed the bidding process over multiple years, I think
it is fair to say that communication between the jury and the community
during the bidding process has not been as good this year as in previous
years. I believe improving this should be a priority for the next round of
bidding for 2016. As a member of the Scholarship Committee, I note that the
scholarships process was in the past criticized for just the same issue and
that has now been rectified, and from my perspective doing so has improved
community confidence in the process.

I know that no public reports were released previously. But if it starts to
be a habit, it will help elevate the transparency of the process.

Concerning the grid the Judges real names can be anonymized  to be Judge 1,
Judge 2 and so on. As for the "second guessing" issue, I think it can
appear in many forms whether the report was published or not.  As for your
example, isn't it the case for all contenders (especially if they are
strong ones) in any selection mechanism (be it bidding, elections or any
other form) ?

And Richard thank you for all your efforts as a judge and taking the effort
to reply on our concerns in this thread. Holding such responsibilities is a

No, Aya, I don't think there will be a public report - I don't think it's
happened in previous years.

I for one would not be happy with making my marking grid public because the
bidders didn't know that the marking grids were going to be made public -
and for that matter, neither did I! I am also a little worried about being
"second-guessed" by the community at large. Imagine, *for example,* if the
jury was split down the middle, with half hating the Mexico bid and half
loving it: it could be very damaging for the volunteer team morale to show
that not everyone supported them, and it might damage the conference.
Perhaps in future it would be a good thing to do...

However, I see where you're coming from - it would be good to have feedback
on the individual bids for posterity's sake, and to make sure that mistakes
or omissions aren't repeated in future...

for United States citizens are properly pointed for Mexico City: "no
advisory is in effect". Also, the Centro Historico area (the venue are in
the north of this Downtown area) is safe for tourism. But we will have in
addition the special support and coordination with the Mexico City
authorities for more vigilance and a special operative for reduce any risk

Not a small concern.  But, I should point out, one that we've dealt with

that I know that Garfield and Elle, and the rest of the WMF team working on

I have only one concern about possibly attending a Mexico City Wikimania,
which is safety. The bid on Meta sort of acknowledges this by saying
"Safety is like any big city, some areas are unsafe at night".

I feel a bit like a dumb, xenophobic American bringing this up, but I have
to be honest and say Mexico tends to have a reputation for violent
crime.[1] Sources do seem to suggest Mexico City proper may be
better,[2][3] but it would be comforting to hear how we've assessed the bid
regarding the safety issue, and how we're going to be prepared in case the
worst (robberies, kidnappings) do happen.
