There are a number of things to do to gauge the quality of a link with MT.
CCQ is one. Signal levels, as well as Ping tests will give you most of what
you wish.
All three put together will tell you. Also, a ping test over a period of
time is helpful as well.

We dropped in a dual solar panel unit with 4 car batteries at 12 volt, a
charging controller, and a single 532 with dual SR2 radios on it.
Ran the 12 volt from the chaging controller (hook up for batteries, solar
panels, and then output ), and plugged it directly into one of them 1/2 moon

Trend Micro, Their Interscan Gateway box is GREAT, not cheap, but great.
Else, they have a IWSS (Interscan Web Security Suite). This is a proxy
server, but you can configure it to be transparent. If they are part of a
domain, its easy enough to configure, and it will track the usage across
