Ah, OK. Then I wouldn't blame habeas (which is what I thought you were implying.) If messages aren't being scored, then somethings obviously amiss...
Have you (collectively -- the group with this problem) tried:
1. Verifying that your SA rules are OK (spamassassin --lint)?
2. Feeding some of those un-tagged messages through manually with spamc (if using spamd)?
3. Feeding some of those un-tagged messages through manually with spamassassin (regardless of using spamd)?
4. Using the -D (debug) option for spamassassin?
FWIW: I am getting messages with Habeas headers, and they're being score with the -8 for Habeas headers, and +16 for HIL (if listed). Using 2.63 with spamd.
