That's why I asked if this is a means of egress issue (Chapter 10) versus fire protection (Chapter 9).
Keep in mind that while Chapter 9 may not require sprinklers, Chapter 10 may be applicable should one exercise the provisions and or exceptions therein. Bottom line Chapter 9 is not the end all and compartmentation isn't going to solve a means of egress issue for which Chapter 10 makes provisions for sprinklers throughout a building. There are lots of "cubby holes" in the IBC regarding sprinklers. The chief building inspector says that they do not have to protect the building at all because the arch. Has compartmentalized the building into 4 - 3,000 sq ft compartments which kicks them out of the greater than 30 people chart. The building is classified as "S" btw.
