edge speeds refer to the 'speed' attribute of the edge which typically corresponds to the legal speed limit. MaxSpeed is a global speed limit for the vehicle. You could use this to model maximum desired speed but it would then be independent of the speed limit. For this reason the desired speed is often expressed in terms of the speedFactor (speedLimit * x) and maxSpeed is taken as the physical limit of the vehicle/engine.
