Because in 1 Peter 3:20 he mentions saving by water, then in 3:21 he
mentions the like figure whereunto baptism also saves.  Also in 3:21, he
speaks of how the saving part is not the putting away of the filth of
the body, but rather the answer of a good conscience toward God.  Being
baptized into Christ or Baptism of the Holy Ghost by themselves do not
involve putting away filth of the body.  Water baptism, on the other
hand, does involve putting away filth from the body.  Take all these
observations together and we know that water baptism is what is in view
in this passage (1 Peter 3:21).
