You are correct in stating that the "Watchmaker and The Clock" is deistic. So is the concept of the "Prime Mover." These arguments promote deism if not carried further. People like Thomas Aquinas used arguments like these in order to open a dialogue about the existence of God. Once proven, Thomas intends that the Gospel would follow immediately.

It is a world that has all the ability to exist without direct intervention by God but is also in a relationship with its Creator Who sustains it.
