the windows or linux question, for me, comes down to which you are most comfortable using. I can't use linux, been trying for ages to get my head round it and MythTV, and been failing miserably. But i'm pretty sure i could build a relatively secure windows box for this task. I agree with what Michael said about not using it as a desptop OS will reduce your risk. You could also use XPLite or 2000Lite to remove components and services that are not needed.
