the windows or linux question, for me, comes down to which you are most
comfortable using. I can't use linux, been trying for ages to get my
head round it and MythTV, and been failing miserably. But i'm pretty
sure i could build a relatively secure windows box for this task. I
agree with what Michael said about not using it as a desptop OS will
reduce your risk. You could also use XPLite or 2000Lite to remove
components and services that are not needed.

Again this is just my opinion and anyone else may be far more adept at
getting linux to do what they want than me :)
