Yes, it seems that's "how it is".
It didn't create desktop, quicklaunch or Programs entries for my Win XP
Pro. Actually, I have posted a question about it over on .general so
perhaps you might want to watch there to see if there is anything to be
done about it. Seems like a simple thing to do so I was wondering if it
was something I did or an install shortcoming. I only posted it today
so haven't seen any responses yet. IMO it's an install shortcoming, but
... those might be famous last words<g>.

OOo doesn't create desktop icons etc. However, it _should_ most
definitely create a Start|Programs entry/group. Can you please look
again and verify that it did not? If not, how did you start the program
following your initial install?

I started the program by using the file structure on my windows machine
to locate the swriter.exe file and then create a shortcut from that and
put it on her desktop. I then made sure she could use the shortcut and
showed her >file >new
