Kevin, You make some very good points. However, there is one thing you mentioned that I feel I must counter.
After reading about the insurance position autonomously controlled vehicles I came away with the firm conviction that the cost of insuring a human operated vehicle will become prohibitively expensive - as much as five times higher premiums than insuring an ACV.
