We tried that as well and somehow it still doesn't change. About a month ago, 
we were able to do it fine, it worked fine with the downloading of the voice 
and changing the voice. In fact, my boyfriend couldn't get it to even change to 
one of the other voices. So there could be something else missing. Thank you.

  I think you are missing one last step. Make sure in the list of voices, it  
doesn’t say “download” which would mean the voice is not downloaded. Once 
confirmed that the voice is downloaded double tap on the name and double tap 
again on the name. You will have to double tap on the name which appears just 
left of the option “speak sample.”  Again, the voice name you are double 
tapping on would have “speak sample” option if you swipe right from the place 
double tapping where would change the voice to the desired one.
  Please try this. And let us know how it goes.

      One last comment on this since you seem not very interested in following 
what others recommend, just because you had one unfavourable experience with 
Apple Accessibility doesn’t mean it will be the same next time. Any support 
line is like this, sometimes you get somebody who is awesome and another time 
you don’t.

      Anyhow, I just went through this on my iPhone following your steps, i.e. 
Voiceover Settings > Speech > Voice, then I found Tom in the list and 
downloaded the voice.

      Here is my question, have you actually downloaded the voice and waited 
long enough for it to download? It is well over 466 Mb so depending on your 
internet connection speed this could be anywhere from a few minutes to maybe 20 
minutes.

      The way you would know is if you flick right through the voices and it 
says “Tom, button”, then it’s downloaded. 

      If it says “Tom, 466 MegaBytes” and if you flick right once more it says 
“Download, Tom” then it’s not downloaded and you need to double tap on 
“Download, Tom” button, wait until it’s done (it will show you the download 
progress in percentage).

      Anyhow, after it is downloaded and it simply says “Tom, button” you 
double tap on that, then flick right past “Tom” and “Speak Sample” to “Tom, 
Enhanced” and now double tap on this.

      For me as soon as I do this the voice immediately switches to the Tom 
Enhanced voice, if you get all of what I describe and this doesn’t happen then 
I don’t know what is wrong with your phone and if you don’t want to call Apple 
Accessibility then maybe at some point you get to an Apple Store and you can 
ask somebody there to check it out for you.

      I will never call apple accessibility again, once was enough for me. 
Before I could even have them assist me that time with my apple id I kept on 
getting timed out with doing the acceptance thing in agreeing tp their 
policies. That really stressed me out. I'm not knocking the accessibility, 
though it's not for me. I learn so much from going on the appl vis site and

        When you dealt with Apple, did they share your screen so they could see 
what what happening?

        If not, I'd call Apple Accessibility and ask them to do a screen share 
so they can see exactly what is happening.

        It seems like you have done all the steps, but it is impossible to get 
to the bottom of this without eyes on the phone.

        Just don't do what I did the first time I shared my screen with Apple 
and leave the screen curtain on. Talk about feeling stupid.

            You would really need to post a message explaining step-by-step 
what you do.

            The only thing that is obvious to me is that you obviously are in 
Voiceover Settings when you start, but I would start here and put down things 
like 1. Double tap on Speech, 2. Double tap on Voice etc.

            Also, point out what it currently says, e.g. I use Samantha 
Enhanced so when I swipe to “Voice” after tapping on “Speech”, Voiceover says 
“Voice, Samantha Enhanced button”.

            Lastly, let us know what you are trying to do, here are the 3 
options you have:

            1. Do you want to change your default voice from whatever it is now 
to Tom Enhanced without adding a second voice?

            2. Do you want Tom Enhanced to be your default voice and have 
another voice available as a second option which you can choose with the 
language rotor?

            3. Do you want another voice to be the default and have Tom 
Enhanced as a second voice which you can choose with the language rotor?

            Thank you, we've done all that, and actually tom was already in 
there, so we weren't adding voices. Wayne was able to change the voice last 
month on one of the phones and even on that one we can't change it again to

              I assume you somehow are missing a step. Are you changing the 
default voice or are you adding a second voice? If you are adding Tom as a 
second voice then after you have done so you need to turn the rotor to 
languages and flick up or down to select it. Otherwise maybe give Apple 
Accessibility a call and see if they can walk you through it step by step over 
the phone.
