And there are ISP's with multi-tier pricing for just such a need.
Our Telco charges $23 for DSL Lite (128/128) and $45 for
Residential DSL (1544/128) with a DHCP Private address,
and $59 for a SOHO DSL (1544/128) with a Static Public address.
The speeds are the same (1544/128) but the TOS on the $59
connection allows hosting.  It still doesn't allow you to resell, but
you can host your own site and not break any rules.
(those are CDN Prices, so about $13, $27 & $35 respectively)
