If you want to setup your PC anywhere you will need some sort of DNS or directory service. It is convenient to just be able to ping your freedns and then connect via IP to PC anywhere.

The speeds are the same (1544/128) but the TOS on the $59 connection allows hosting. It still doesn't allow you to resell, but you can host your own site and not break any rules.
