Wouldn't it be easier, to associate xcsoar or a helper program provided with xcsoar to the file ending or mime type? Once xcsoar gets a file from the system it might ask what to do, e.g. copy to XCSoarData folder or load it. This way you just download the .cup files and everything else will be done automatically. You are also not limited to HTTP, e.g. Mail could might be good alternative in some cases.
