There are at least five entire counties in my state, Alabama, with Black
majorities.  Possibly seven are as it is not something I have checked on new
census.  I do not know if this is anything of recent times or if it has been
so pre-War of Northern Aggression but would think that it has been so since
then.  Now if you factor in the new huge Hispanic population, that number
would increase. So we have large areas of this country with white minorities
where it is not really anything new.  What I wonder is should whites living
in those counties receive special treatment like affirmative action in local
government hiring, contracts, etc.

public how he was going to be there for this child and be a part of her
life, etc.  Oh, well!  I guess he is busy staging more bogus civil rights

 CHICAGO (Reuters) - The mother of Rev. Jesse Jackson (news - web sites)'s
out-of-wedlock daughter has sued him for formal child-support and visitation
arrangements, the Chicago Tribune reported on Sunday.

The civil lawsuit was filed about two weeks ago in California after
negotiations with Jackson and his attorneys over much of the past year
failed to produce an agreement, the newspaper reported.

Jackson, 59, acknowledged in January that he had fathered a child with Karin
Stanford, 39, a former top aide in an organization affiliated with the civil
rights leader's Rainbow/PUSH Coalition.

Jackson said at the time that he was providing financial support of about
$3,000 a month for the girl, who turns 2 next month. Stanford also received
a payment of $35,000 dollars when she left the organization.

A spokeswoman for Stanford said Jackson, who is married, had not seen the
child since the story broke in January, the Tribune reported. A hearing is
set for May 9 in a family court in Los Angeles, where Stanford lives with
the child, it said.

Last month Jackson made a rare financial disclosure to parry questions about
payments made to Stanford.

The Tribune said details, including Jackson's $120,000 annual salary, were
included in a 102-page statement that he gave the newspaper to counteract
questions raised about his finances.

The disclosure came after the National Legal and Policy Center, a
conservative Virginia-based group, said it had filed a complaint with the
Internal Revenue Service (news - web sites).

It said that one of Jackson's tax-exempt groups, the Citizenship Education
Fund, may have violated tax law by using funds for personal purposes,
questioning whether ``paying off a mistress ... is a legitimate use of
assets.''

Stanford was executive director of the education fund.

Jackson also released financial information amid questions about whether he
stifled his criticism of corporate America in exchange for donations to his
organization.

Vice President Dick Cheney warned on Monday that the rest of the country
could face California-style blackouts as he outlined a national energy
strategy relying heavily on oil, natural gas and nuclear power development -
but not conservation.

The aim here is efficiency, not austerity, Cheney told editors and
publishers at The Associated Press annual meeting. The nation cannot
simply conserve or ration our way out of the situation we're in.

It was his first trip outside Washington for official vice presidential
business, made possible, he joked, when President Bush invited the
Senate to lunch - the best way to ensure no tie votes while I was out of
town. Bush invited all members of Congress to the White House to mark
the first 100 days of his administration.

Cheney addressed concerns about his history of four heart attacks by
jokingly offering to do jumping jacks. More seriously, he said, If I ever get
to the point where my doctors believe that it's not wise or prudent for me to
continue in this capacity, obviously I'd step aside.

In his first extensive remarks about the energy recommendations his
Cabinet-level task force will make to Bush by the end of May, Cheney
blamed current shortages on shortsighted decisions in the past. He said
that conservation, while perhaps a sign of personal virtue, does not make
for sound or comprehensive policy.

Saving the specifics - and the price tags - for his boss to review and then
announce, Cheney promised a mix of new legislation, some executive
action as well as private initiatives to cope with rising energy prices and
growing demand.

He said anew that the administration intends to push for drilling in the Arctic
National Wildlife Refuge despite strong congressional opposition.

He definitively rejected turning to price controls, tapping the Strategic
Petroleum Reserve or creating new bureaucracies.

Over the next two decades, it will take between 1,300 and 1,900 new
power plants - or one every week for 20 years - just to meet projected
increases in nationwide demand, Cheney said.

Energy shortages in California already have forced rolling blackouts. And
he said, Without a clear, coherent energy strategy for the nation, all
Americans could one day go through what Californians are experiencing
now, or even worse.

The vice president, who made millions of dollars as an oil services'
company executive, made no bones about placing oil, coal and other fossil
fuels at the center his recommendations.

Alternative fuels are still years down the road, he said.

The Bush administration wants to open the Arctic refuge in Alaska to oil
drilling, a controversial plan that could be executed, Cheney said, with very
little disruption to the refuge's 19 million acres of natural habitat: The
amount of land affected by oil production would be 2,000 acres, less than
one-fifth the size of (the Washington area's) Dulles Airport.

Along with additional exploration must come new refineries, Cheney said,
noting that it has been 20 years since a large oil refinery was built in the
United States.

He also suggested federal initiatives to boost the use of hydroelectric
dams and the construction of new nuclear power plants. He called nuclear
power a safe, clean, very plentiful energy source.

Although one-fifth of the nation's electricity is nuclear-generated, the
industry has not sought a government permit to build a new plant in more
than 20 years, since before the accident at Pennsylvania's Three Mile
Island.

In developing hydroelectric power, Cheney said the Bush administration,
whose environmental record has been sharply questioned by activists,
would be mindful of the fish and wildlife affected by manmade dams.

He put in a good word for coal, which he said remains the most available,
most affordable way to generate electric power. The Bush administration
has budgeted an additional $150 million for next year to support
development of cleaner coal technologies.

On natural gas, Cheney called for some 38,000 miles of additional pipeline
and thousands of miles of added distribution lines to bring natural gas into
homes and businesses. He did not mention expanded exploration off the
eastern Gulf of Mexico.

Acting on a campaign proposal, the president is committed to extending
offshore oil and gas drilling to the eastern Gulf of Mexico in a tract that, in
some areas, comes within 30 miles of the western tip of the Florida
Panhandle.

Florida Gov. Jeb Bush, who is seeking re-election amid widespread local
opposition to the drilling, has petitioned the administration to cancel an
auction of new drilling leases.

Translation: The Republicans (Reagan et al.) killed any funding of
alternative energy sources, and that is the way it shall stay in the forseeable

Neocons and Free Speech

A  key point that my  polemic on the neocons and free speech failed to make is
that the issues being discussed go back a long way. Already in the  seventies
the Straussian wing of the neocon persuasion was expressing  the judgment
that the First Amendment only serves to protect good  speech. Walter
Berns, of Georgetown and AEI, dealt at length with  this subject in The
 First Amendment and the Future of American Democracy,  a work that
condemns the practice of extending tolerance to the  opponents of liberal
democracy, as understood by Bernes  and his friends.

Furthermore,  neocons made a slanderous racket against Southern
conservative  scholar M.E. Bradford, when this well-mannered gentleman was
being  considered for the directorship of the NEH in 1981. The attacks that the
neocon press unleashed against Bradford strongly suggested  that his
published critical remarks on Lincoln and, more generally,  on the civil rights
movement had no place in the democratic  society that the neocons were
then fashioning.

In  my own book on The  Conservative Movement, particularly the second
edition,  I focus on these odious events of the early eighties. Note that  there
is no justification for the impression that the tirades  against politically
incorrect speech, launched from the Left,  in the New York Post represents a
new phase of neocon mischief.  Conspiring against liberty has been the
practice of that group  all along.

What  did separate their old arguments from their most recent ones was  an
attempt until recently to dress up the fear of rightwing expressiveness  in a
diversionary garb. Thus the anti-free speech polemics published  by Berns,
Kristol, Sr., and other Straussian ideologues twenty  or thirty years ago went
after pornography and the use of the  First Amendment by Communist Party
members.

There  was also a preference expressed, at least in the case of Kristol,  for
having local authorities do the restricting of published material  and an
emphasis on the morally harmful effect of sexually degrading  materials. As a
strict constitutionalist and a moral traditionalist,  I personally had no problems
with this position at the time. There  also seemed to be some merit in the
arguments made by Straussians  against free speech absolutists, who wished
to treat all ideas  as having the same intrinsic moral or intellectual worth.

One  might also endorse up to a point the then-popular neocon (and
Buckleyite) reminder that a lunatic should not be allowed to cry  fire without
ample justification in a crowded place – and,  by extension, to incite the
violent overthrow of the American  constitutional order.

But  such rhetoric concealed unstated premises:  that the federal government
has the same right to censor as does a town or a state, that controls  that
might be appropriate for a community in dealing with pornography
 should also be extended to federal bureaucrats enforcing democratic
ideology, that because an idea is wrong political censors are  necessary, and
that one can go on regulating subversive  thought without this practice
becoming addictive.

By  the eighties what had been probable turned into fact:  Neocon publicists
were making the federal government into the protector of public  morals and
identifying such morals with their own political concerns.

One  must still look in vain for a single complaint in a neocon publication
directed against the criminalization of speech and writing that  has gone on in
Europe.  The bizarre coverage of the battle between  David Irving and (my
fellow-German Jew) Deborah Lipstadt by the  rising neocon star Jacob
Heilbrunn in National Review (April  2) is a case in point. Heilbrunn celebrates
Lipstadt’s success  in defeating Irving’s libel case against her as a victory
against  anti-Semitism being fomented by Holocaust-deniers.

Contrary  to the apparently easy-going British establishment historians,
Heilbrunn insists on following Lipstadt’s course, to deny  the deniers the
publicity they crave. He also strongly indicates  that the refusal to embrace
this course, and to treat Irving as  a serious historian of the Second World
War, reflects lingering  anti-Semitic attitudes. But what Heilbrunn offers is less
a defense  of historical accuracy than a whitewash of Lipstadt and of the
Simon Wiesenthal Center that sponsors her.

Lipstadt  and her sponsors having been working famously, ever since I can
recall, to stamp out politically incorrect speech and publications  as a
dangerous source of anti-Semitism. Every time a European  government
muzzles rightwing critics, it is the Wiesenthal Center’s  concern that is cited
as a consideration. The view  of civil liberties that the Center and Lipstadt
embody is impeccably  totalitarian, and it is quite possible that Irving, or
someone  distributing his books, will soon be going to jail somewhere in
Europe because

There might be some info of value here but the author makes one very
critical mistake when he/she writes:

 According to eye-witness
testimony, the CIA agent in charge of this covert operation, wearing the
uniform of an AF Colonel, was William C. Cooper.
   Note: The information in the preceding paragraph was supplied by
an eyewitness who participated in the covert operation described,
working side by side with the CIA agent in charge. This witness
testifies that this is the same William C. Cooper, who has been
prominent since 1988 in the civilian UFO movement.

I don't know who William C. Cooper is, but the Bill Cooper who authored
Behold a Pale Horse and many UFO documents on the internet is William
Milton Cooper. This is according to a cassette of his book that says
copyright 1991 William Milton Cooper that I have in my hand right now. This
may be an easily-explained mistake but I would like to ask the poster about
it.

May 1, 2001The intersection of three recent events – all anchored in the Cold 
War, dating from its earliest days to almost its end – help explain what went 
wrong with American democracy over the past half century and why an honest 
recounting of history is so important to set matters right.
One of these events – dating back to roughly the mid-point of the Cold War – 
was the revelation that former Sen. Bob Kerrey, D-Neb., led a 1969 raid 
against the Vietnamese village of Thanh Phong, an operation that all 
participants agree went terribly wrong, killing about 20 civilians.
Though there is heated dispute about whether most of those killings were 
deliberate, what's not in dispute about the raid is troubling enough. This 
was not a military attack in the conventional sense. It was not a 
search-and-destroy mission seeking out a military force for combat.
The raid’s goal was the assassination of Thanh Phong’s village leader – 
roughly the equivalent of mayor – who was suspected of Viet Cong activity. It 
was a “takeout” in the military euphemism of the time, much like the 
thousands of assassinations carried out by U.S. Special Forces teams under 
CIA direction in the Phoenix program.
In 1969, Kerrey was a gung-ho, inexperienced lieutenant with the Navy Seals, 
an elite commando unit that was created in World War II for underwater 
sabotage. By the Vietnam War, the Seals had changed. Like other Special 
Forces units, they had added assassination to their military repertoire.
“Typically, Navy Seals undertook kidnap or assassination missions, looking to 
eliminate Viet Cong leaders from among the local population,” wrote 
journalist Gregory L. Vistica in The New York Times Magazine [April 29, 2001] 
Quoting former Army Capt. David Marion, the senior U.S. military adviser in 
the area in 1969, Vistica wrote, “These were called ‘takeouts.’”
After being dropped off near the Mekong Delta village, in the dark of night 
on Feb. 25, 1969, Kerrey’s seven-member Seal team moved toward Thanh Phong. 
But his men were surprised to find a hut that was not on the map.
Out of fear that the people in the hut might alert the other villagers, 
Kerrey’s men slipped in and used knives to kill the inhabitants, who turned 
out to be two elderly civilians and their three grandchildren, according to 
The New York Times article.
“Standard operating procedure was to dispose of the people we made contact 
with,” Kerrey is quoted as saying. “Kill the people we made contact with, or 
we have to abort the mission.” Kerrey said he believed at the time the 
civilians in the hut were a Viet Cong “security” attachment and that the hut 
was an outpost.
Gerhard Klann, the most experienced member of Kerrey’s squad, gave the Times 
the most detailed – and most damning – account of the brutality of the raid. 
Klann tied Kerrey directly to the killings of the civilians in the first hut, 
though Kerrey has claimed a faulty memory about his role in those initial 
killings.
Cover Story
After the story surfaced last week, Kerrey and the five other former Seals 
met to coordinate a counter story. This joint statement, issued on Saturday, 
challenges some of Klann’s account.
But the six Seals do not dispute Klann’s statements about killing Vietnamese 
civilians in the first hut. The joint statement said simply, “At an enemy 
outpost we used lethal methods to keep our presence from being detected.”
What happened next is in greater dispute. Klann says neither the targeted 
village leader nor any Viet Cong fighters were found in the village. 
Nevertheless, when the search was completed, the civilians – about 15 old 
men, women and children – had been rounded up and concentrated in one 
location.
To protect the team’s withdrawal, Kerrey ordered the civilians executed, 
Klann said. Kerrey’s raiders opened fire on the villagers, killing one baby 
last, Klann said. “There were blood and guts splattering everywhere,” he said.
Kerrey and the other five former Seals deny Klann’s account of a premeditated 
massacre. They claim they were fired upon by someone in the village and 
returned fire, ultimately expending 1,200 rounds of ammunition.
In earlier interviews, Kerrey said he and his men eventually approached the 
huts and were shocked to discover that the victims were all old men, women 
and children. The thing that I will remember until the day I die is walking 
in and finding, I don't know, 14 or so, I don't even know what the number 
was, women and children who were dead, Kerrey said.
The joint statement issued Saturday, however, seems to contradict even 
Kerrey’s original version of events. “We took fire from these (enemy) forces 
and we returned fire,” the statement said. “Knowing our presence had been 
compromised and that our lives were endangered we

 FBI Director Louis Freeh plans to retire in June after eight years as
the head of the federal investigative agency, sources told NBC on
Tuesday.



  FREEH, A FORMER federal judge who was appointed as director by
President Clinton in 1993 after the resignation of William Sessions,
informed senior agency officials of his decision at a meeting Tuesday
morning, the sources, who spoke on condition of anonymity, told NBC's
Pete Williams.
   A public announcement was expected shortly.

   The sources said Freeh does not have another job lined up
and would wait until he steps down to seek employment.
   Freeh oversaw a significant shift in the agency's
crime-fighting mission during his tenure, changing its priorities from
domestic organized crime to international concerns such as terrorism and
technological crime.

days after his arrest for trespassing during U.S. Navy bombing exercises on
the Puerto Rican island of Vieques.

The Illinois Democrat posted the required $900 of his $3,000 bail and was
released from a federal detention center outside San Juan. He was expected
to be back in Chicago by evening, said Gutierrez spokesman Billy Weinberg.

More than 160 protesters have been arrested since Friday, when the Navy
resumed bombing exercises on the island. They face charges of trespassing on
federal property.

Among the first released Monday were high-profile protesters, including
environmental lawyer Robert F. Kennedy Jr., Mexican-American actor Edward
James Olmos, New York labor leader Dennis Rivera and Puerto Rico opposition
Sen. Norma Burgos.

Gutierrez was the last of the protesters to appear before a federal
magistrate Monday night, Weinberg said. Since he was processed after the
court clerk's office had closed, Gutierrez and about two dozen others were
not able to post bail, Weinberg said.

How many Peruvians does it take to kill a baby? About four,
apparently, if they have a fighter jet and the help of a U.S.
surveillance plane.

If you think that's a sick joke, you're right. But the joke is on us.
No matter how hard U.S. officials try to obscure the fact, the
Peruvian A-37 that shot down a single-engine plane carrying two
missionaries and their children was doing America's bidding.

That's not to say that our government wanted to kill Veronica Bowers
or her 7-month-old daughter. Indeed, tapes of the incident are said
to show that the American surveillance team repeatedly warned the
Peruvian Air Force that the plane it was preparing to attack might
not be carrying drug smugglers.

The Peruvians presumably were not gunning for missionaries either.
They simply acted precipitously, based on incomplete and erroneous
information, and innocent civilians died as a result. That sort of
thing happens in war.

Still, there's no denying that this war is directed by the United
States, which supports ruthless action against drug traffickers and
should not be surprised when its allies get reckless. The killing of
Bowers and her daughter was not intended, but something like it was
perfectly foreseeable.

There was a time when the U.S. government actually opposed firing on
civilian aircraft. Federal law, in compliance with international
agreements, prohibited attempts to damage or destroy civil aircraft
in flight; it also made assisting such attempts a crime...

A loophole in immigration law -- set to expire today -- has illegal
immigrants lining up in the streets of Manhattan to take advantage of
it.  The loophole -- known as 245i -- allows an illegal alien to remain
in the United States legally if he or she can find a legal sponsor --
such as a spouse -- and can afford to pay a fine plus lawyers' fees.
The process, unsurprisingly, is racked by fraud (check out a note found
posted in an East Village record store:

This fraud is, to be sure, a serious problem, but there is another
problem that should also be recognized.  The sham marriage loophole is a
health threat to American citizens.

When a citizen of a foreign country immigrates legally to the United
States, he or she must first undergo a rigorous screening process
through the American consulate in that country.  This process screens
for things like a criminal or terrorist background or the presence of
any infectious diseases.

Our country has had this prudent policy in place for over a century, and
most other countries also take this necessary precaution.

However, when someone enters America illegally, this process is
circumvented.  Thus, because of the high rate of illegal immigration to
the United States, we are witnessing outbreaks of diseases that are
normally not seen here -- such as tuberculosis (TB).

Dan Stein of the Federation for American Immigration Reform points out
that the 245i loophole removes an important step in the enforcement of
U.S. immigration law.  With the loophole, illegal immigrants do not have
to return to their home countries and follow the same rules as everyone
else to become legal immigrants.

continue at its present and extremely high levels, and Americans will
continue to be at aggravated health risk.  But, New York Senator Hillary
Clinton is co-sponsoring a bill that would actually extend the 245i
loophole.

We are surprised that Senator Clinton, who has often expressed her
concern for the health of American children, seems to be overlooking the
health threat posed to Americans by this bill.

On the Senator's website, no mention is made of this threat.  But we
found this on the homepage: Si usted es extranjero, puede tener derecho
a solicitar status de immigrante legal sin tener que regresar a su pais
de origen.  (If you are a foreign national, you may be eligible to
apply for legal immigrant status without returning to your home
country.)

We called Senator Clinton's office in Manhattan, and were told by
staffer Gil (who refused to give his last name) that medical screening
of those taking advantage of the loophole would be required at a later
date when the visa came through from the sending country.  But,
according to Gil, these visas take years to come through and, in some
cases, can take up to 23 years.

According to the Centers for Disease Control, TB can be communicated
when an infected person coughs or sneezes near an uninfected person.
(This can happen at any time during the 23 years an unscreened but
infected immigrant is waiting for his or her visa to come through.)

We hope Senator Clinton recognizes that the sham marriage loophole:

1)  rewards illegal behavior and is therefore unacceptable,

2)  is unfair to those immigrants who play by the rules and enter our
country legally, and

3)  is a health threat to American citizens (and their children).

The high cost of a controversial bill in the California State Senate that would 
require pediatricians, in thousands of
health screenings per year, to question kids on family gun ownership landed the 
measure yesterday in what is
euphemistically called the bone yard of the state legislature, giving it one more 
hurdle to clear before heading to the
full Senate.

Californians balked last year when Assemblyman Darrell Steinberg, D-Sacramento, 
proposed a substantially similar
bill to Senate Bill 765 by Sen. Wesley Chesbro, D-Santa Rosa. Sent to the suspense 
file in the Senate Appropriations
Committee yesterday, SB 765 resurrects a concept eventually removed from the vetoed 
Steinberg bill -- codification of
the American Academy of Pediatrics publication Recommendations for preventive 
pediatric health care. That report
specifically includes recommendations made in the AAP's 1999 publication, The Role of 
the Pediatrician in Youth
Violence Prevention in Clinical Practice, which outlines measures to be taken by 
pediatricians in violence prevention,
including advocacy of gun-control proposals.

Since the bill incurs an estimated annual cost of $8.6 million, it was automatically 
sent to the suspense file, as are all
bills proposing costs of $150,000 or more.

According to the AAP, the violence-prevention publication establishes an agenda for 
making this a routine part of
pediatric practice in four major areas: clinical services, community advocacy, 
research and education. This broad
agenda builds on a still-evolving body of knowledge, but the urgency of youth violence 
prevention requires further
and immediate action by pediatricians.

Because many pediatricians encounter children and youth who are experiencing or are 
at risk for violence,
pediatricians are well situated to intervene, states the document. Prevention of 
youth violence requires that
pediatricians recognize violence-related risk factors and diagnose and treat 
violence-related problems at all stages of
child development.

Among the screening criteria listed in the report to identify risk factors for 
violence among their patients are:

 family stresses that could lead to violence (e.g., unemployment, divorce or 
death);
 appropriate supervision and care and support systems (e.g., child care 
arrangements, the family and
 social network);
 disciplinary attitudes and practices of the parents or caregivers (particularly 
about corporal punishment
 and physical/emotional abuse);
 exposure to violence in the home (domestic violence or child abuse), school or 
community;
 degree of exposure to media violence;
 access to firearms (especially handguns) in their or a neighbor's home, or the 
community.

The Chesbro bill is intended to allay the concerns of the federal Health Care 
Financing Administration, according to the
assemblyman's staff. Currently, some participants in the state's health-care program, 
Medi-Cal, are treated according
to the AAP guidelines, but others are not. The agency sent a letter saying treatment 
for Medi-Cal beneficiaries should
be the same across the board. Such a change would result in 248,000 more health 
screens for children ages 0-12, and
17,000 more for children ages 13-20, who use the state's low-income health-care 
program, staff said.

While acknowledging the importance of health care and safety for children, a 
public-policy group believes the bill sets
a dangerous precedent. SB 765 requires the AAP recommendations to be used when 
setting state health-care
standards and that those standards shall be updated as necessary to be consistent 
with any changes made by the
American Academy of Pediatrics.

It asks state legislators to abdicate their right to set state policy, said Karen 
Holgate of Capitol Resource Institute.
According to the bill, the AAP recommendations would be included only after review by 
the state board that
approves the health standards.

While the [violence-prevention recommendations] may be legitimate areas of concern, 
one wonders about the
appropriateness of requiring all pediatricians to grill their patients about their 
homes and families without due cause,
Holgate continued.

The AAP report begins by stating, Each child and family is unique; therefore, these

Pediatric Health Care are designed for the care of children who are receiving 
competent parenting, have no
manifestations of any important health problems, and are growing and developing in 
satisfactory fashion. Additional
visits may become necessary if circumstances suggest variations from normal.

MR. REEKER:  As advertised, we now have our Acting Coordinator for 
Counterterrorism Edmund J. Hull here to take your questions.  He 
may have some additional comments.  So we will turn it straight 
over to Mr. Hull.  Thanks.

MR. HULL:  I would like to make a few comments.  First, I would 
like to thank Secretary Powell for kicking off this year's 
Patterns of Global Terrorism, as well as Deputy Secretary Armitage 
and Under Secretary Marc Grossman.  It is strong support from our 
7th floor that makes my job a lot easier.

Secondly, I would like to point out that although this report 
details a lot of successes, and it is coming out of the US State 
Department, these successes by no means are the exclusive 
responsibility of the State Department.  We have very strong 
partners throughout the US Government, including in the White 
House, Justice, the FBI, CIA, DOD, Joint Chiefs of Staff, 
Department of Treasury, and really one of the great strengths of 
counterterrorism, as it is done by the US Government, is this 
interagency cooperation and teamwork.  Without that, we would not 
have the kinds of successes that we can report to you today.

Finally, I would like to say a word of thanks to my staff and our 
partners around the building and in other agencies that work so 
hard on this report, pulling it together and making it available 
to you, and we hope that it is useful to you as you go about your 
coverage of this important subject.

I would be happy to take questions.

QUESTION:You have some critics of the report who say there are 
some countries, such as Cuba and North Korea, which are on the 
list, and countries not on the list that should be there, Pakistan 
among them.  And what is your response?

MR. HULL:  I think we can go down that case by case.  I would be 
happy to do that.  You mentioned Cuba.  Cuba does remain on the 
list of state sponsors.  Our problems with Cuba relate to its 
continuing provision of safe haven to wanted terrorists.  This is 
a very important point for us because one of the principles of our 
counterterrorism policy is we will pursue terrorists for their 
crimes as long as it takes.  We have a very long memory and we 
have as long an arm as possible.

So that is an important point for us with Cuba.  They also have 
some associations with terrorist groups, like the ELN and the FARC 
in Colombia.  Then finally I would point out that Cuba's position 
on terrorism is just very equivocal.  In the Ibero-American 
conference that took place last fall, Cuba was the only country 
participating that declined to join a consensus in condemning the 
ETA and the upsurge of terrorism in Spain, and that, quite 
frankly, is not a position that is helpful in terms of the 
international counterterrorism effort.

QUESTION:Can you tell us if you are likely to take measures 
against the Real IRA and (inaudible) IRA in the near future?  

And secondly, can I ask you if you have any evidence that since 
the Good Friday Agreement, the provisional IRA has bought weapons 
in the US?

MR. HULL:  I would like to answer the question on designations, 
really not only in terms of the Real IRA, but also a number of 
other speculations that exist.  We have a designation process and, 
by virtue of that, we keep under close watch any number of 
organizations that are accused of engaging in terrorism.  And that 
is a continuing undertaking.

We designate Foreign Terrorist Organizations according to a law.  
It is a very, very rigorous process.  It requires a legal basis, 
because they can be challenged in court. 

Now, we have recently moved away from a set schedule for those 
designations to rolling designations whenever we believe the case 
is made and we go forward on that basis.  We did it last fall with 
the Islamic Movement of Uzbekistan.  We will proceed with other 
organizations when and if they meet the requirements of the law.

QUESTION:There was some recent reporting out of Tehran during the 
summit that there is a new agreement or working relationship 
between Hamas and Hezbollah against Israel.  Can you tell us, how 
accurate is this, and what are the ramifications if it is 
accurate?

MR. HULL:  What we have seen in the Middle East over the recent 
period is continuing very high involvement by Iran in promoting 
terrorism against the Middle East peace.  This is a longstanding 
activity by the Iranian Government.  They have used as their 
surrogates in this, not only the organizations that you have 
mentioned -- Hamas, Hezbollah -- but also the Palestinian Islamic 
Jihad.  I believe it is clear that Iran is encouraging these 
organizations to act individually and to act in concert.

New Flashlight Sees Through Doors As Well As Windows

Police officers serving a warrant or searching for a suspect hiding inside a
building could soon have a new tool for protecting themselves and finding the
"bad guy."

 A prototype device called the RADAR Flashlight, developed at the Georgia
Tech Research Institute (GTRI), can detect a human's presence through doors
and walls up to 8 inches thick.

 The device uses a narrow 16-degree radar beam and specialized signal
processor to discern respiration and/or movement up to three meters behind a
wall. The device can penetrate even heavy clothing to detect respiration and
movements of as little as a few millimeters.

"We believe the RADAR Flashlight potentially will be useful to police
officers in ambush situations," says Gene Greneker, the GTRI principal
research scientist who led the development of the device. " It is a force
multiplier and a safety enhancement tool."

The RADAR Flashlight is undergoing further modification and testing for the
next six months. The Georgia Institute of Technology has filed a provisional
patent for the device, which could become commercially available to law
enforcement officials within a couple of years if the university licenses the
technology to a manufacturer.

With funding in 1998 from the National Institute of Justice (NIJ), a division
of the U.S. Justice Department, Greneker and his team took the RADAR
Flashlight from a bulky three-part prototype to a self-contained unit that
weighs about 7 pounds. The NIJ tested the device last year at the National
Law Enforcement Corrections Technology Center in Charleston, S.C., and
suggested further modifications. Work on those changes is expected to begin
this spring with additional funding from the NIJ.

"We will be modifying the RADAR Flashlight based on what law enforcement
officials told us from the tests," Greneker says. "For one thing, they said
it makes too much noise when it locks onto a wall (to scan). Also, for use by
SWAT teams, the RADAR Flashlight needs to be operated by remote control. So
we plan to put the RADAR Flashlight on a tripod at least 25 feet away from a
wall and steer it by remote control to the part of the wall we're interested
in scanning."

When these modifications are complete, the RADAR Flashlight will undergo more
rigorous testing in various environmental conditions.

In its current form, the RADAR Flashlight operates in the following manner:

The user holds the device with a pistol-grip handle, pulls a trigger, and the
device runs a 3-second self-test to verify that it is properly functioning.
The user sees the results as a bar graph on a small LED display built into
the device.

 Then the user presses the device against a wall, pulls the trigger, and
within 3 seconds the system automatically spaces itself from the wall at a
distance designed for best performance.

 The RADAR Flashlight's narrow radar beam sends out a pulse of
electromagnetic energy, then detects the return signal, which is read by
high-speed signal processing technology that quickly delivers bar-graph
results to the user's display.

 As the person on the other side of the wall breathes, the bar-graph display
rises and falls with a rhythmic response.

Research that evolved into the RADAR Flashlight began at GTRI in the
mid-1980s with the patenting of a frequency-modulated radar for remotely
checking vital signs of soldiers wounded on the battlefield before risking
medics' lives to save the injured.

 This early technology also was tested for its ability to monitor vital signs
of soldiers clothed in chemical or biological warfare suits, without
requiring them to risk contamination by removing the protective gear.

Today, a technical challenge remains for researchers working on the RADAR
Flashlight.

"We have one problem," Greneker says. "This instrument is so sensitive to
motion that if you don't hold it still enough, it will detect its own
self-motion. If we can overcome this, it would be the Holy Grail, and
interestingly enough, we think we know how to solve this problem with
additional research."

Bill Deck of the National Law Enforcement Corrections Technology Center cited
the RADAR Flashlight's stability and LED display as key issues to target
before the device is commercialized.

"The RADAR Flashlight has some potential," Deck said. "There is some interest
from police departments. They gave us about 25 scenarios in which the device
could be useful. For example, when an officer goes to serve a warrant, it
could let him know that someone is standing behind the door, maybe waiting to
ambush him."

Greneker says he is encouraged by interest from police departments and hopes
the RADAR Flashlight will be commercialized soon.

"Our target sales price is $1,000 to $1,500 per device," Greneker says. "That
price range is important to police departments because they usually don't
have a lot of money to spend."

It was like a scene out of Le Carré: the brilliant agent comes in from the 
cold and, in hours of debriefing, empties his memory of horrors committed in 
the name of an ideology gone rotten.

 But this was a far bigger catch than some used-up Cold War spy. The former 
apparatchik was Joseph Stiglitz, ex-chief economist of the World Bank. The 
new world economic order was his theory come to life.

 He was in Washington for the big confab of the World Bank and International 
Monetary Fund. But instead of chairing meetings of ministers and central 
bankers, he was outside the police cordons. The World Bank fired Stiglitz two 
years ago. He was not allowed a quiet retirement: he was excommunicated 
purely for expressing mild dissent from globalisation World Bank-style.

 Here in Washington we conducted exclusive interviews with Stiglitz, for The 
Observer and Newsnight, about the inside workings of the IMF, the World Bank, 
and the bank's 51% owner, the US Treasury.

 And here, from sources unnamable (not Stiglitz), we obtained a cache of 
documents marked, 'confidential' and 'restricted'. 

Stiglitz helped translate one, a 'country assistance strategy'. There's an 
assistance strategy for every poorer nation, designed, says the World Bank, 
after careful in-country investigation.

 But according to insider Stiglitz, the Bank's 'investigation' involves 
little more than close inspection of five-star hotels. It concludes with a 
meeting with a begging finance minister, who is handed a 'restructuring 
agreement' pre-drafted for 'voluntary' signature.

 Each nation's economy is analysed, says Stiglitz, then the Bank hands every 
minister the same four-step programme.

 Step One is privatisation. Stiglitz said that rather than objecting to the 
sell-offs of state industries, some politicians - using the World Bank's 
demands to silence local critics - happily flogged their electricity and 
water companies. 'You could see their eyes widen' at the possibility of 
commissions for shaving a few billion off the sale price.

 And the US government knew it, charges Stiglitz, at least in the case of the 
biggest privatisation of all, the 1995 Russian sell-off. 'The US Treasury 
view was: "This was great, as we wanted Yeltsin re-elected. We DON'T CARE if 
it's a corrupt election." '

 Stiglitz cannot simply be dismissed as a conspiracy nutter. The man was 
inside the game - a member of Bill Clinton's cabinet, chairman of the 
President's council of economic advisers.

 Most sick-making for Stiglitz is that the US-backed oligarchs stripped 
Russia's industrial assets, with the effect that national output was cut 
nearly in half.

 After privatisation, Step Two is capital market liberalisation. In theory 
this allows investment capital to flow in and out. Unfortunately, as in 
Indonesia and Brazil, the money often simply flows out.

 Stiglitz calls this the 'hot money' cycle. Cash comes in for speculation in 
real estate and currency, then flees at the first whiff of trouble. A 
nation's reserves can drain in days.

 And when that happens, to seduce speculators into returning a nation's own 
capital funds, the IMF demands these nations raise interest rates to 30%, 50% 
and 80%.

 'The result was predictable,' said Stiglitz. Higher interest rates demolish 
property values, savage industrial production and drain national treasuries.

 At this point, according to Stiglitz, the IMF drags the gasping nation to 
Step Three: market-based pricing - a fancy term for raising prices on food, 
water and cooking gas. This leads, predictably, to Step-Three-and-a-Half: 
what Stiglitz calls 'the IMF riot'. 

The IMF riot is painfully predictable. When a nation is, 'down and out, [the 
IMF] squeezes the last drop of blood out of them. They turn up the heat 
until, finally, the whole cauldron blows up,' - as when the IMF eliminated 
food and fuel subsidies for the poor in Indonesia in 1998. Indonesia exploded 
into riots.

 There are other examples - the Bolivian riots over water prices last year 
and, this February, the riots in Ecuador over the rise in cooking gas prices 
imposed by the World Bank. You'd almost believe the riot was expected.

 And it is. What Stiglitz did not know is that Newsnight obtained several 
documents from inside the World Bank. In one, last year's Interim Country 
Assistance Strategy for Ecuador, the Bank several times suggests - with cold 
accuracy - that the plans could be expected to spark 'social unrest'.

 That's not surprising. The secret report notes that the plan to make the US 
dollar Ecuador's currency has pushed 51% of the population below the poverty 
line.

In Revised Book, McVeigh's Lawyer Says Bombing Was Conspiracy

On May 9, just days before the scheduled execution of Timothy McVeigh,
PublicAffairs is releasing a trade paperback version of Others Unknown:
Timothy McVeigh and the Oklahoma City Bombing Conspiracy by Stephen Jones
and Peter Israel ($15; 1586480987).

Jones was McVeigh's lawyer in his trial for the 1995 bombing of the Murrah
Office Building in Oklahoma City. Israel is a writer, editor and former
publisher.

This complete revision of the 1998 hardcover includes material that Jones
couldn't include before--until McVeigh effectively waived attorney-client
privilege.

Thus, for the first time, Jones tells of his investigation of the case and
alleges that based on what he learned as McVeigh's counsel, the bombing was
a conspiracy and McVeigh was not its mastermind. McVeigh has claimed full
responsibility for the bombing.

I'm not trying to say he was innocent, Jones said. He has exaggerated
his guilt to protect others. He played a role, but he was a foot soldier, a
mule, not the general.

Jones reports in detail what McVeigh told him as the case progressed;
explains why McVeigh did not plead guilty; makes a case for McVeigh's role
in the conspiracy; and demonstrates how McVeigh obstructed his own
defense.

Jones is donating his net proceeds from this paperback edition to a

Ahh, the arbitrary 100 day mark.

How's Bush doing?  Hard to tell.  With the exception of stepping all over his 
feet anytime he gets in front of a camera, he doesn't seem to be doing much.  
As promised, Bush has subcontracted out all of the real work of the White 
House to other, more competent, men.  And maybe that's the point.

When Clinton came into office, the right promised us doom, disaster and 
despair.  As Clinton's 1993 budget passed without a single Republican vote, 
up and down the aisle the GOP leadership predicted a total economic collapse, 
with the loss of millions of jobs.  Then a funny thing happened.  The Clinton 
economic blueprint worked.

Interest rates and unemployment fell.  Shortly thereafter, a whole host of 
social ills that are rooted primarily in economics began to improve.  Crime 
rates fell.  Out of wedlock births fell.  Home ownership rates rose.  Record 
deficits turned into record surpluses.  Prosperity blossomed.

In the face of all this good news, the right had to change tactics; and they 
did.  Instead of predicting that Clintonomics would destroy America, they 
retreated to the claim that the President was irrelevant.  Sure, times were 
good, but Bill Clinton, (and his economic plan they had derided), deserved 
none of the credit.  The right claimed that the record economic expansion of 
the 1990's occurred in spite of, not because of, Clinton.  Or even less 
plausibly, that it was Reagan who deserved the credit.  

The good times were so persistent and long lived that the right was forced to 
keep on making this claim right up until the day they stole the White House.  
So now, having lectured for years that the President doesn't matter, the 
right has installed a man who could not be more well suited to prove their 
point.  And give Bush credit, he appears to be staying the course.

Bush's role isn't so much as leader of the free world, but rather as its 
figurehead.  It is the same role he played as the General Manager of the 
Texas Rangers.  But while Bush could pull off being the front man for a 
baseball team, no one, including Bush himself, even pretends that Bush is up 
to the job of the Presidency.  To be fair, no one has ever claimed 
otherwise.  While Bush spent much of last year pretending to be a 
"compassionate conservative" or a "reformer with results", Bush never claimed 
to have any deep understanding, or even interest in, public or foreign 
policy.  Bush comes as advertised; ignorant of the nuances of complex policy 
questions and world affairs, and willing to rely on the advice of others to 
set his agenda.

The problems came when the White House quickly made a series of blunders 
inflaming the left already sensitized by the theft of the White House.  But 
since it is almost a certainty that those decisions were made not by Bush, 
but rather by his political and policy teams, it would be plainly unfair to 
ask Bush to answer hard questions about policies he did not craft and he does 
not understand.  It should therefore be no surprise that the White House 
quickly canceled formal press conferences, preferring scripted affairs which 
only allow Bush to read prepared remarks from the teleprompter.

But you can't keep the President hidden forever, so this week, right at the 
tail end of the "100 day Presidential evaluation period" Bush went on the 
"Good Morning America" show.  Whether out of ignorance or sloth, he promptly 
changed a thirty year policy of ambiguity on America's commitment to defend 
Taiwan.  

But that's OK, because the President doesn't matter.  The GOP told us so.  
Dick Cheney and the rest of the White House spin team quickly lined up in 
front of the cameras and solemnly intone that US policy hasn't changed.  The 
subliminable message seems to be: "Don't pay any attention to anything the 
President says, he doesn't matter."  

For our sake, let's hope they are right.

Weapons of Mass Destruction

Israel's thirst for the bomb began in the late 1940's. Under
the direction of Ernst David Bergmann, Israel began its pro-
gram at the Weissman Institute of Science. To do this, Israel
would need the help of the West. Right from the start, the
United States and France aided Israel. The U.S. trained Is-
rael's nuclear scientists who in turn provided the early
technology for the bomb's development. But it was France who
provided the bulk of assistance.

This resulted in the building of the Dimona reactor. In 1964,
Dimona became operational and a carefully guarded secret. At
first, Israel claimed the Dimona was a textile plant, however,
these were just bogus claims. Still, Israel's uranium sources
were inadequate to meet the demands of a nuclear weapons in-
dustry and successful Israeli commando raids into France and
Britain ensured that Israel had the tools to build a bomb.
The West turned its back on the raids but Israel knew it
needed a steady supply and turned to South Africa for help.

During this period Israel and South Africa became close all-
ies. South Africa provided Israel with large amounts of in-
vestment capital and Israel helped South Africa undermine
international economic sanctions. This is all well known by
the rest of the world, however, our media steadfastly refus-
ed to report Israel's collaborations with the rogue state.
In many areas the states were similar so it is natural that
these two counties came together.

In 1971, the Nixon administration sold Israel the triggering
device necessary for sophisticated nuclear weapons. This near-
ly came back to haunt the United States when Israel threatened
to use nuclear weapons during the Yom Kipper war. In effect,
Israel had put the world in nuclear danger and would use its
weapons as a form of blackmail on the United States. Francis
Perrin, head of the French A-bomb project, certainly felt so
and wrote: We thought the Israeli Bomb was aimed at the Amer-
icans, not to launch it at the Americans but to say, 'If you
don't want to help us in a critical situation we will require
you to help us; otherwise we will use our nuclear weapons.'

With the help of a comatose American press, Israel was able
to successfully hide its sinister program. In 1973, a Libyan
civilian airliner was shot down by Israel. The result was
the death of 104 innocent. The reason for the attack against
the civilians was that the airliner had strayed to close to
the Dimona plant. In 1986, London's Sunday Times ran a story
that described the Israeli program. An Israeli dissentient,
named Mordechai Vanunu who supported Palestinian rights, re-
leased the information. For this he was captured in Italy and
dragged back to Israel where he was sentenced to 18 years in
prison. Vanunu served twelve years of that sentence in soli-
tary confinement. Amnesty International condemned the con-
finement and it remains the longest solitary confinement in
history.

Perhaps the most disturbing development is, according to the
Sunday Times, a new type of genocidal weapon known as the
ethno bomb. Using information obtained from South Africa,
Israel scientists are trying to identify a gene that is carr-
ied by some Arabs and then use this knowledge against those
who only carry a particular gene. Dedi Zucker, a member of
the Knesset denounced the research and pointed to its obvious
meaning: Morally, based on our history, and our tradition
and our experience, such a weapon is monstrous and should be
denied. The failure to report this by our press stands as
one of the great crimes of history.

The Worst 100 Days


So much for "compassionate conservatism." During his first 100 days, George 
W. Bush's principal accomplishment, indeed his only one, was to demolish any 
too-generous illusions about who he is. The mild and moderate character who 
ran for President, claiming to want more or less the same things Al Gore 
wanted, has been replaced by a hard-edged, rather maladroit right-winger. 
Bush brushed aside his own rhetorical flourishes toward bipartisan civility 
and has engaged in a bare-knuckle (and politically tone-deaf) style of 
governing that most resembles the notorious theft in the Florida recount 
operation: Take no prisoners, obliterate the facts and rules of reason, 
forget the dubious legitimacy upon which this presidency is based. A more 
likable and personally persuasive leader (think Reagan or Clinton) might have 
pulled it off. When Bush speaks, one's thoughts drift immediately to whether 
he will successfully read the words off the card. 

This President's beginning is not just ugly, it's ominous. That conclusion 
isn't based only on ideology but on the retrograde mindset of the new 
Administration. The men in charge--the older guys, his handlers--seem stuck 
in a time warp. It's as though Cheney, O'Neill, Rumsfeld et al. have missed 
the past twenty years of politics and evolving public attitudes. Their 
opacity is potentially dangerous for the country as they try to bull their 
way forward, and Bush the Younger, we predict, will encounter many more rude 
surprises. His agenda is out of touch with reality, distant from what the 
government should be doing to help this society and economy get through the 
darkening waters ahead.
 
The environmental deletions--arsenic-in-your-water being the operative 
symbol--are throwback appeasements to business patrons and parochial politics 
(the Bushies seem surprised to learn that people, including Republicans, do 
care about these matters). Bush's abrupt reversal on global warming, 
discarding his campaign pledge to reduce carbon dioxide emissions, is the 
most dangerous shift and is sure to bite back. The tax-cut legislation is 
hand-me-down Reaganomics from the early eighties (Bush's fumbling turn as a 
fake Keynesian failed to persuade.) His energy policy--drill we must, lest we 
become dependent on foreign oil--is similarly out of date. Oil-guzzling 
America is (and ever will be) dependent on imported oil as long as it fails 
to reform its consumption patterns, no matter how much pristine landscape is 
torn up by drilling rigs (as even the industry boys privately acknowledge). 
The cold-warrior wannabes--let's get it on with the Chinese--held their 
tongues during the Hainan Island incident, but they expect their silence to 
be rewarded with Star Wars and other arms boodle. The blunt assault on 
organized labor, though expected by the unions, has been meaner and pettier 
than could have been anticipated. Bush's obeisance to the right on a woman's 
choice revives harm to innocents around the world. 

In short, there are no new ideas here. The Bush content is composed entirely 
of recycled oldies from the Nixon/Ford and Reagan/Bush years. Indeed, his 
government is populated by elder statesmen and hacks from those 
administrations, joined by fervent young acolytes who innocently believe in 
the restoration. The older heads, we suspect, are more cynical--pushing 
through whatever they can as fast as possible in the knowledge that the 
conservative hegemony is living on borrowed time. In other circumstances, 
their clash with reality could be entertaining. But our situation is far too 
dangerous. As the economy sinks and unemployment begins to swell, as 
corporate bankruptcies accumulate, an eyes-open government would be preparing 
emergency measures to stimulate recovery and to rescue millions of 
debt-soaked families. The Bush Administration instead pushes through a 
bankruptcy bill for bankers. It seeks to whack tax obligations for the 
wealthy one more time. It squeezes the very public spending accounts that 
could serve as economic stabilizers in troubled times. 

Meanwhile, it turns on the smoke machines to promote another round of 
free-trade agreements, unwilling to acknowledge the international rebellion 
expressed in the streets of Quebec. Bush foreign policy--the China incident 
aside--looks like a smashmouth approach to global relations. We're the big 
guys. We get to say what goes. Kyoto and global warming--forget about it. 
Russia and China--in your face. South Korea's hopeful reach for détente with 
the North is brushed aside. A massively flawed national missile defense 
policy is pursued with no regard for existing treaties or the alarms it 
raises in Moscow and Beijing, or Paris, Berlin and London. Expanding NATO to 
Russia's borders is put on the agenda. All this amounts to the worst form of 
America First triumphalism. Given our

GM Crops May All Be Unstable

ISIS has drawn attention to the instability of GMOs and GM constructs all
along. Prof. Joe Cummins offers this latest verdict, all GM crops may be
unstable.

It is repeatedly claimed that genetically modified (GM) crops are altered
with single genes that are stable and equivalent to the genes that have been
selected and bred into the crops. In every case the GM crops originated from
cell cultures that have been know to be vexed with a phenomenon called
somaclonal variation. Somaclonal variation has been encountered in genetic
transformation using both biolistic and Agrobacterium transformation
followed by cell culture to isolate desirable agricultural characteristics.
The phenomenon is that cell cultures leading to isolate individual clones
and plants are plagued by genetic instability caused both by gene mutation
and chromosome rearrangement. In extreme responses plants may be infertile
and the extensive mutation leads to undesirable toxic natural products being
produced. Furthermore, the transgenes introduced into the modified crop are
recognized as invaders by the crop being transformed and the invading genes
are silenced by mechanisms including DNA methylation or gene inactivation at
transcription.

The evidence that the genetic instability resulting in somaclonal variation
is caused by activation of inactive virus like genetic elements called
transposons is currently very compelling (see Courtial et al 2001).
Activated transposons create both gene mutation and
chromosome rearrangement. On top of the somaclonal impact the inserted
transgenes are frequently silenced (see Demeke et al 1999). Even the most
widely distributed commercial GM crops such as Roundup Ready soy were found
to contain unexplained DNA sequences in the gene for herbicide resistance
after ten years of cultivation (Palevitz 2000). The
promised peer review publication on the aberrant DNA sequences was not
located and similar problems with similar transformations in corn, cotton or
canola have not yet been studied. Certainly, government regulators and their
academic satellites seem passive and submissive in dealing with important
findings reflecting on the safety of GM crops.

Even though the stability and long term stability of transgenic crops is of
paramount importance there have been few published studies on the genetic
stability and response to varying environments of transgenic crops. A study
of transgenic barley showed that GM barley was inferior to conventional
barley in a number of genetic backgrounds and
environmental conditions (Horvath et al 2001). Such problems may reflect
somaclonal variation or unexpected gene silencing, or they may reflect other
unpredicted aspects of genetic modification. In conclusion, there should be
a moratorium on the use and distribution of GM crops until the consequences
of genetic instability are fully
explored. Government regulators should not be allowed to ignore the
consequences of allowing sudden revelations about DNA sequences that crop up
unexpectedly in commercial crops sold as unlabelled food to unsuspecting
people.

The Pacific tourist Mecca of Honolulu is to be the next focus of
demonstrations against the international capitalist financial
institutions — in this case the Asian Development Bank. The ADB's
board of governors is to meet at the Honolulu Convention Center,
May 7-11.

Protest organisers — and the Honolulu Police Department — expect
that thousands, many from the Asia and Pacific Ocean region, will
demonstrate on May 9 against the ADB's anti-Third World policies
and projects.

The May 9 protest, and other activities beginning May 5, is being
organised by ADB Watch, a broad coalition of groups — students,
environmentalists, trade unions, indigenous Hawaiians and human
rights activists — working for social and economic justice in
Hawaii and around the world.

ADB Watch issued a call to progressive movements across the world
to come to Hawaii to create non-violent activities and events
challenging globalisation and the ADB's record of imposing
destructive and oppressive policies and projects on communities
throughout Asia and the Pacific.

The Honolulu Police Department (HPD), the city council and the
state government have moved to institute a range of repressive
measures to deal with the protests.

The HPD's 1900 officers, as well as firefighters, sheriff's
department officers and the Hawaii National Guard have received
special training for handling civil disturbances, dealing with
crowds and other situations, reported Honolulu Advertiser last
December. All police leave has been cancelled during the ADB
gathering and officers who normally do desk work will be put on
the streets.

The HPD is demanding an extra US$6-7 million to provide security
for up to 3000 ADB and government officials, as well as media
workers, expected to attend the meeting. Among those attending
will be many finance ministers from the Asia-Pacific region. US
president George W. Bush may also attend.

In early April, some 5500 members of the paramilitary Hawaii
National Guard donned flak jackets, face shields and helmets and
trained for riot control before TV cameras and press reporters.

Police have been harassing activists as they hand out leaflets in
Waikiki and, in one case, a driver with a Shut Down ADB bumper
sticker was stopped and questioned. The HPD has announced that to
monitor protesters, police will be checking airlines' lists of
arriving passengers and surfing the internet.

The Honolulu City Council has introduced laws to make it easier
for police to arrest people camping in the city's parks and to
outlaw the wearing of masks or disguises. The aim of the
anti-camping measure is to ban protesters' camps and remove
homeless people from the city during the ADB meeting. The laws
will remain in place after the ADB meeting has ended.

In another move designed to prevent protesters gathering, the HPD
and the city council will close several public parks nearest the
ADB meeting site, claiming they will be needed as staging areas
for police and security forces. Not only will demonstrators be
banned but also paddling clubs, little league baseballers and
soccer teams.

Around 4000 protesters greeted the ADB at the bank's last meeting
in Chiang Mai, Thailand, last May. The ADB meeting was originally
planned for Seattle but following the 1999 mass anti-corporate
protests, ADB officials looked for another venue. After heavy
lobbying by the Hawaii Tourism Authority, the meeting was shifted
to Honolulu.

This has resulted in the unusual situation in which the
independent Hawaii Tourism Authority has become the official
spokesperson for the authorities. The authority has even diverted
$500,000 to help the police buy riot gear, in the name of
promoting tourism!

At last year's Sundance Festival, historian Howard Zinn was invited to give
a lecture on Hollywood's propagandistic slant. Zinn's talk was recorded and
recently released as Stories Hollywood Never Tells by San Francisco's
Alternative Tentacles Records and the UK-based radical publisher, AK Press.
Over the course of sixty-some minutes, Zinn, speaking to the alternative
film elite, spins out a marvelously accessible lecture about how Hollywood
has always toed the establishment's line, reinforcing falsehoods and
mythologies across the board.
Not only does it offer an incisive expose of Hollywood chicanery, but the
compact disc also provides the perfect forum for an activist cum academic
like Zinn to reach beyond privileged university students seeking liberal
arts enlightenment before moving on to law school and connect with another
audience, the culture industry itself.
The recording's one flaw is its introduction, which David Barsamian
provides. Barsamian, noted leftist talk show host, head of his own
syndicated Alternative Radio Project program, and much-loved in progressive
media circles, introduces Zinn to the Sundance audience by comparing him to
one of the towering figures
of Islamic esoteric, a Sufi mystic Jalal al-din Rumi. Zinn, Barsamian
explains, is not so much a religious mystic, rather he, like Jalal al-din
Rumi, teaches forbidden
knowledge, in this case, real history. For those familiar with the basic
tenets of Marxist ideology criticism, there's some truth to Barsamian's
discomforting, extremely 1960s analogy: Ideology is always about disguising
the truth, that is, about the process of 'mystification.' In this instance,
Zinn is the great revealer of suppressed truths or, in other words, the
great demystifier.
In all likelihood, this kind of Freudian slip was not what Barsamian
intended.  Instead, Barsamian most likely wanted to underscore Zinn's
standing in a particular community of progressive intellectuals tired of
the layers of lies consistently put forth by an academic and a media
establishment all too willing to embrace the self-congratulatory narratives
of the corporate state and big business. It's not as though Zinn isn't
worth mystifying to a certain extent either.
Now a professor emeritus in Boston University's history department, he's
been one of the most influential US historians of his generation. Zinn's
People's History of the United States (1980) decisively influenced the
study and teaching of US history, opening it as a field of multicultural
discussion. Revised editions have
secured its status as one of the most popular university history texts in
recent memory.
On the day before George Bush was inaugurated as president, we asked Zinn
about his observations concerning this juncture in American history.

BS: Since George W. Bush seems so much the emblem of commerce and the
privileging of capital in the US, how might he also speak to an older
history of robber barons and 19th century capitalism?
Zinn: Let's go back to President McKinley and the age of the robber barons
and ask who was the original cause of people like George Bush? In 1896,
McKinley beats the populist candidate William Jennings Bryan and represents
corporate wealth. It's a time when monopolies are being created. A few
years after McKinley's election, US Steel is formed from a merger of two
major steel companies. The railroads are consolidating, and the Supreme
Court is making all sorts of decisions in favor of big business and
corporations.
So sure, you can go back to the era of the robber barons in the late 19th
century and say, Here we have Bush again, representing robber barons. But
it would be deceptive to pretend that this is a departure from what we have
had under Clinton or Carter, just as McKinley wasn't a tremendous departure
from Grover Cleveland. Grover Cleveland was a Democrat, and McKinley was a
Republican. And although McKinley was more in tune with corporate power
than Cleveland, Cleveland was certainly a friend of big business and not a
friend of labor. It was Grover Cleveland who brought out the troops in 1894
to break the Pullman Strike.
The point I'm making is that whether you have a Republican or a Democrat in
power, the robber barons are still there. If you look at Clinton, his
administration was very good to the corporations. The Dow Jones average
during the Clinton years went up from four thousand to ten thousand. Well,
whom did it go up for?  Who benefited mostly from that? The great
stockholders of the nation are the ones who benefited the most. Under the
Clinton administration, more mergers of huge corporations took place, more
than any others that had ever taken place before under any administration.
I'm saying this not to soften the impact of Bush's alliance with the rich,
only to say that the

Jan. 5 -- As the year 2000 creeps ever closer, millennialist cults are
becoming ever more frenzied.
Many of them are convinced that the world will end or transform itself
soon after next Jan. 1.
Israel's decision this week to deport 11 members of a Denver-based cult
called Concerned Christians shows how seriously the authorities there
take the fervor. The group, whose members were holed up in Jerusalem
apartments, allegedly planned mayhem that would unleash the second
coming of Christ.
And Concerned Christians is not alone.
Back in the United States, according to a 1997 Associated Press poll,
nearly 25 percent of adult Christians -- more than 26 million people --
believe that Jesus Christ will return to Earth in their lifetimes and
set in motion the horrific events laid out in the biblical books of
Revelation and Daniel.
Some of those people join religious groups fixated on the end.
People who expect the world to end soon do a lot of very strange
things, writes Ted Daniels, director of the Millennium Watch Institute,
who has more than 1,200 cults in his database. They reject and even
contradict the rules of common sense that keep the rest of us sane and
feed our lives. They destroy the things they need to survive. They
provoke fights they can't possibly win, and they talk about things that
obviously won't happen.
The groups themselves are often secretive and hard to track down.
Nevertheless, ABCNEWS.com has put together this quick guide to some of
the more prominent millennialist groups:
Sukyo Mahikari: A secretive Japanese group said by former members to
spread a neo-Nazi, anti-Semitic dogma, it has established itself as a
charitable organization in England. A group leaflet says as the year
2000 approaches, mankind might be annihilated by the baptism of fire.
Similar language turned up in Aum Shinrikyo materials. Aum Shinrikyo was
the cult famous for the deadly sarin gas attack in Tokyo. A spokesman
for Sukyo Mahikiri has denied the cult is linked to Aum Shinrikyo or
that it is anti-Semitic.
The House of Yahweh: A former kibbutz worker named Jacob -- now Yisrael
-- Hawkins started the House of Yahweh, a group that prophesies that the
end of the world will arrive very soon if the laws of Yahweh set down in
the Bible are not universally obeyed, and the temple in Jerusalem not
rebuilt to lie side by side with the Dome of the Rock Mosque. Hawkins
has about 3,000 followers who believe he will announce the second coming
of Jesus before being murdered by Satan.
Concerned Christians: This group, whose members were ordered deported
from Israel, was started by Monte Kim Miller, who used to run an
anti-cult network in Denver. People who know the cult say Miller
believes he is the last prophet on Earth before Armageddon. Miller, who
reportedly believed he talked to God each morning before he went to
work, was said to claim that America was Satan and the government evil.

The Fraud, The hoax and the Fight


When I started looking for UFO related information on the internet, I
found a lot of sites that publicised the statements by William Cooper
and John Lear without further comment (I guess that's a good indication
about the knowledge of UFO research that th ose site-maintainers have -
none). I personally don't think that these two idiots deserve any
attention, but since the wide-spread disinformation about these two, I
thought it would be a good thing to expose the truth about them. For the
same reason y ou won't find any of their bogus documents on this site.
If it weren't that William Cooper is such an unlikely person
(understatement.), his writings might have been a popular
science-fiction story.
William Cooper created his image as a high ranking (ex-)member of Naval
Intelligence. In reality, his job consisted nothing more than setting up
audio-visual equipment and sending out paperwork to the Pacific Fleet
briefing teams. William Cooper was intro duced by John Lear to the UFO
Research Community, and made his appearance on the Paranet BBS. After
making a total ass out of himselve, this is what Michael Corbin (Paranet
Sysop) has to say about him:
First, I don't want to get into any protracted discussions about Bill
Cooper. All I can say is that we, ParaNet, had a great deal of
experience with Bill Cooper, up to and including ejecting him from the
net for causing a variety of disruptions, not to mention strong attacks
on other members of the net that were counter-productive to intelligent
discussion. Our organization has investigated Cooper to the max and can
find no truth in anything he says except that he was in the Navy, but
not in the capacity that he claims. Further, the tape of the JFK driver
has obviously been altered. I have a copy of that tape and I have no
doubt in my mind that someone has edited it to make it look like the
driver. The bottom line is that Bill Cooper just d oesn't hold water, so
anything he says should be taken with a large block of salt and tongue
planted firmly in cheek.
During that time, a document was placed on Paranet called the O.H.
Krill Papers, wich was a very shocking story about the US shadow
government, cooperation between that group and Alien Grey's,
Underground Alien Bases, new world order, and so forth.
His final demise came at the moment that he was being interviewed on a
TV show together with John Lear. Lear heard William Cooper use the O.H
Krill name, While John Lear wanted to use the show to announce that he
made the O.H. Krill paper as a joke t ogether with with John Grace
(Valdemar Valerian, who heads the Nevada Aerial Research Organization),
William Cooper went on to mention the fact that he had first seen this
document while working for the Office of Naval Intelligence in the early
1970's.
John Lear immediately pulled William Cooper aside and quietly told him,
Bill, O.H. Krill is a joke! John Grace and I used Krill from Bob
Emenegger's special 'UFO's: It Has Begun' because of a woman who
allegedly channeled an entity named CRYLLL. Grace ju st pulled the O.H.
out of thin air!
William Cooper instantly unleashed his hostile self and in his usual
denial of reality, replied that Lear was mistaken, insisting that he had
seen it in 1972 while working for Naval Intelligence. He went on to say
that Lear is a liar, disinfo agent, etc. and still says so up to the
present day. That's what happens to all people who cross Cooper. He
immediately proclaims them to be Evil Agents working for the Conspiracy.
So William Cooper made an ass of himself and left UFOlogy long ago
mainly because UFOlogists chewed him up and spat him out. (It took them
a while though.) Now he spends his time ranting about the New World
Order and the imminent armed take-over of the U.S. by the United
Nations. He's a liar and a crook (he wants people to send him gold so he
can fund the fight against the New World Order), and the last I heard of
him is that he's the leader of an Anti-Government Militia.

LUSHEBERE, Congo -- As foreign armies pull back from Congo's farthest
reaches and aid agencies move forward, the human toll of the country's
32-month war is being sketched in apocalyptic terms beyond any
previously documented in an African conflict. According to a new death
census conducted by a private American aid agency, the number of lives
claimed by the Congo war now approaches 3 million.

The survey by the New York-based International Rescue Committee (IRC)
was conducted only in the rebel-held eastern half of the country, where
most of the fighting and even more of the accompanying hardship has
taken place. The toll would almost surely be higher if the
government-held western half were included.
The survey attributes a relatively small proportion of the deaths -- a
few hundred thousand -- to the battles waged by the Congolese army, its
rebel foes and troops from the half-dozen other African countries that
have fought on both sides of the conflict. The vast majority of deaths
have resulted from starvation, disease and deprivation on a scale
emerging only as aid workers reach areas that have been cut off by
fighting and lack of roads.
People are dying of nothing, of everything, said a worker for
Pharmacists Without Borders, after returning from a humanitarian
assessment in the Kasai region. Villagers in the region -- long renowned
for its diamond mines, but now ravaged by hunger -- refer to two kinds
of gems: white ones and red ones. The red ones are peanuts.
The IRC's figures are one-third higher than the number of deaths
estimated from 18 years of war in Sudan, and three times the most
frequently quoted death count for the Biafra conflict of the 1960s.
Things are a little worse than the picture we painted last year, said
Les Roberts, an epidemiologist formerly with the Centers for Disease
Control and Prevention who conducted this year's IRC survey and one last
year that estimated the death toll in eastern Congo at 1.7 million. And
last year's estimate turns out to have been low.
Until the IRC sent survey teams into eastern Congo, little was known
about the human toll of a war fought largely out of the world's sight.
The conflict began in August 1998, when rebels backed by Rwanda and
Uganda rose up against Laurent Kabila, then the president of Congo.
After Angola, Zimbabwe and Namibia sent troops, warplanes and armor to
aid Kabila's army, the war settled into a stalemate that has left the
vast country divided roughly in half.
An agreement to bring in U.N. peacekeeping troops has moved forward
since Kabila's assassination in January put his son, Joseph, in power.
The new President Kabila frequently quotes IRC's first death estimate,
calling it evidence that this stupid war verges on genocide.
Independent experts who have reviewed both IRC reports say the surveys
appear to be sound. Epidemiologists offer two explanations for the
extreme numbers: Strife in Africa usually goes unmeasured, and the
strife in Congo has gone on for almost three years, perhaps a dozen
times longer than the epidemics and carnage that typically produce the
stunning death rates that IRC reports.
It may be that this situation is worse than any of these others, said
Ronald Waldman, a specialist in refugee health at the Mailman School of
Public Health at Columbia University. This is a more chronic, deeply
cutting episode, I think.
Added another Western medical epidemiologist with long experience in
humanitarian emergencies: My personal belief is these numbers are the
absolute best that could be done in the circumstances, and there's
absolutely no reason to believe any bias of any kind has found its way
in. The mortality is so outrageously high that even if the numbers were
half that, the mortality is still outrageously high.
Although a National Academy of Sciences committee approved the
methodology of the original study, IRC concedes that there were
structural imperfections in both tallies. Roberts emphasized the risks
inherent in extrapolating a death rate for a whole province based on
house-to-house interviews in sites that surveyors believe -- but,
without solid population data, cannot know -- to be representative.

[CTRL] Hells Fire Club

John Birch Society years ago had a little item on the old Hells Fire
Club;  during WWII had relative there and the caves are reopened last I
heard.

This name taking, code names from the bible; believe Jason is in Acts 17
- but one of the members of the Hells Fire Club took the code name Paul
the Aged

The print I have, an original, shows them in a basement drinking a
hogshead of wine..Paul Whitehead who had his heart cut out and put
in an urn at his request after death, naturally - had taken this code
name.

On record today are the bar bills they ran upbut I think in Romans
you have these terms I will repay   with a much more cryptic meaning.

For who knows what goes on behind closed doors.   Here is the only
reference in bible to Paul the Aged..his heart was stolen and I
imagine the Bohemian Club might have one or it, by now.

In Acts, didn't these guys meet at the Three Taverns (there is a tavern
in the town..)

The belief that male prisoners are raped by other prisoners is so common as
to qualify for status as an urban myth. If only that were the case. A
report released this week by Human Rights Watch, No Escape: Male Rape in
U.S. Prisons, shows in sometimes excruciating detail that the sexual abuse
of male prisoners by other prisoners is pervasive in American jails and
prisons, and that prison officials are turning a blind eye to it.
The report could finally force policy-makers and the public to confront the
epidemic of prison rape that has been building for years. Until now, while
prisoners and their defenders complained in vain, the unsavory subject has
been ignored by the press, denied by authorities and sniggered at by late
night comedians. While talk show hosts make jokes and politicians make
excuses, American prisoners are raped by the tens of thousands, perhaps the
hundreds of thousands, each year.
But earlier this week, major media outlets prodded by Human Rights Watch
ran with the story. ABC News ran a tough, three-night series on its evening
news, in which anchorman Peter Jennings pronounced prison rape an
epidemic, while the New York Times jumped on board with a major Sunday
story, Little Sympathy or Remedy for Inmates Who Are Raped, which opened
with a prison rape scene certain to have disturbed the Sunday brunch
appetites of its readers.
Based on correspondence from over 200 prisoners, inmate interviews, reviews
of the literature on prison rape and a national survey of corrections
systems, Human Rights Watch reports that rape is widespread behind bars
in the U.S.. Citing surveys of guards and inmates, the group reported
shocking rates of prison rape: A 1968 Philadelphia study found 3 percent,
a 1982 California study reported 14 percent; 11 percent in Nebraska in
1996, and last year, in a study of prisons in four midwestern states, the
Prison Journal found 7 percent. Correctional officers surveyed anonymously
put the figure at 20 percent. Interestingly, line guards gave higher
estimates than prison officials. These numbers are for anal rape only; when
oral rape or other unwanted sexual contact is included it seems likely that
somewhere between one-quarter and one-third of prisoners have either
endured or fended off sexual attack in U.S. prisons.
With nearly two million people behind bars in this country, the scope of
this crime is enormous. At a 3 percent rape rate among male prisoners, that
is 54,000 prisoners raped every year. That is the lowball figure. If 10
percent are raped in jail or prison each year, nearly 200,000 prisoners are
being subjected to humiliating and often brutal attacks while in the
custody of the state.
It doesn't have to be that way, says Human Rights Watch. Rape is in no way
an inevitable consequence of incarceration, said Joanne Mariner, deputy
director of the Americas division of Human Rights Watch and author of the
report. But it is a predictable one if prison and prosecutorial
authorities do little to prevent and punish it.
Accusing prison authorities of deliberate indifference to prison rape,
the report found that no state surveyed showed abuse rates anywhere near
those reported by guards and prisoners and that half of the state prison
systems did not even keep statistics on inmate-on-inmate rapes. Nebraska,
where 11 percent of prisoners reported being raped, said its prevalence was
minimal. New Mexico reported no recorded instances over the past few
years. Only Texas, California and Florida reported more than 50 rapes in
the last year, but these numbers are infinitesimal given the size of their
respective prison populations.
The human rights group also criticized prison guards and the broader
criminal justice system. Human Rights Watch found that correctional staff
frequently ignore or even react hostilely to inmates' complaints of rape,
said Mariner. Another important contributing factor to the prison rape
crisis is the failure of the criminal justice system to address these
crimes. Perpetrators of prison rape rarely face criminal charges, even
when rape is accompanied by extreme physical violence.
Part of the reason for the criminal justice system's failure is the result
of decisions made by Congress to limit prisoners' ability to sue for
relief. The 1996 Prison Litigation Reform Act, seemingly perversely
designed to facilitate abuses within prisons, made it far more difficult
for prisoners to sue over their conditions of confinement. That same year,
Congress also barring the Federal Legal Services Corporation from legal aid
organizations that represent prisoners, reducing the pool of legal talent
available to work on behalf on inmates.
Prison rape is part of the mythology of prison life. But in reality, it is
devastating human rights abuse that can and should be prevented, said

Former Nebraska Senator Calls for Kerrey Probe

(CNSNews.com) - A Vietnam veteran and former Nebraska state senator is 
calling for a legitimate investigation into the action of former U.S. Sen. 
Bob Kerrey, who recently disclosed he led a unit that killed women and 
children non-combatants in Vietnam in 1969.

There were no wounded, either American or Vietnamese, after American soldiers 
returned fire in the Vietnamese village of Thanh Phong on the night of Feb. 
25, 1969, killing more than a dozen unarmed women and children, said attorney 
John DeCamp.

You all know what this means, said DeCamp, a veterans' advocate who 
conducted his first political campaign while serving as an Army captain in 
Vietnam in the Mekong Delta in 1969 and 1970. DeCamp won election and served 
as senator from 1971 to 1987.

The Lincoln attorney addressed his allegations in a letter to Sens. John 
McCain (R-Ariz.), John Kerry (D-Mass.), and Chuck Hagel (R-Neb.), all Vietnam 
veterans who took to the airwaves on the weekend to defend Kerrey.

DeCamp charged the Pentagon with knowingly falsifying official records and 
falsely labeling unarmed women and children as Viet Cong combatants. The 
Pentagon awarded medals for actions that warranted investigation as war 
crimes, he said.

Kerrey only came forward when he knew the story was about to be published in 
The New York Times Magazine, DeCamp said.

No claim has been presented by Kerrey or others, I believe, that there were 
any Viet Cong or Viet Cong soldiers they saw captured, killed, wounded or saw 
run away, DeCamp said.

The SEALs invoked the code of silence to protect their commander, he 
charged.

The letter's recipients said on TV they had no desire to see the Pentagon 
open an investigation into the incident, for which Kerrey was awarded the 
Bronze Star.

To talk now about an investigation, it seems to me, is just the wrong way to 
go, Kerry said Sunday on ABC's This Week. If the Pentagon asked me, I'd 
say no.

There's no point in it, Hagel said. I don't think we need an investigation 
here.

Kerrey, the former Nebraska governor and senator, and five other former 
members of his Navy SEAL team, said in a written statement to The Washington 
Post that what happened at Thanh Phong was a defining and tragic moment for 
each of us.

We regret the results of this night. We might do things differently if we 
could do it over. But we cannot be certain. We were young men then and did 
what we thought was right and necessary, they said.

Another member of the SEAL team, Gerhard Klann, said in interviews that 
Kerrey ordered the shooting of civilian women, children and elderly in the 
village. 

That simply is not true, Kerrey and the others stated. We know there was 
an enemy meeting in this village. We know this meeting had been secured by 
armed forces. We took fire from these forces and we returned fire.

The Pentagon last week left open the possibility of investigating the award 
of a Bronze Star to Kerrey. The citation for the combat medal says 21 Viet 
Cong were killed and enemy weapons were captured or destroyed. Kerrey said he 
told his military superiors that his squad killed civilians.

A Pentagon spokesman said Monday that allegations such as those leveled 
against Kerrey and his squad are considered on their merit before any 
official action is taken, and the Defense Department was not considering 
investigating the incident at Thanh Phong. 

Vietnam veterans also said they did not favor singling out Kerrey for 
investigation.

I wouldn't say it's something they absolutely should not do, said Ed Miles, 
associate director of Vietnam Veterans of America Foundation. If the 
evidence was there, they should do it, but I think if you do that, this 
should serve as an opportunity to look at the war and the rules of 
engagement, which to me is more important than trying to determine what 
happened in this village.

The Americans have never taken responsibility for this war and the way it 
was fought, and they should use this as an opportunity to do that, added 
Miles, who was wounded in action in a village like Thanh Phong in 1969.
