I have a three-part question.
First, when using \placeinitial, how would you detect whether the first
character is a quotation mark, and, if so, override the setupinitial to use
m=2?
Second, when using m=2 to capture a quotation mark, how would you change
the font size of only the quota

I need guillemots instead of lowerleftdouble- and
upperrightdoublequotes in the German environment.
On my minimal installation (Linux) I managed to change that by
editing the cont-sys.tex file in texmf-local/tex/context/user.
At work, on a Mac with gwTeX, nothing I tried had any effect:

\quotation{This \quote{works} as expected.}
\startquotation
Closing double-quote is \quote{broken} here.
\stopquotation
