If the robot passes the test, then what is to stop you from changing the rules until you get the results you want? What we normally call "consciousness" is the writing of perceptions, thoughts, and actions into episodic memory, or memory of events associated with a time or place. What we call "qualia" or phenomenal consciousness is the feelings (positive or negative reinforcement) associated with these memories.
