The problem is you think consciousness is some magical ingredient that
will make AGI work.

You measure scientific behavior. You claim to measure consciousness by
claiming it is required for scientific behavior. I have already
demonstrated that simple programs can make theories (compressed
representations) of their environment and use them to make successful
predictions.

It requires a human to design and set up the test and interpret the results.

No it doesn't. That is post-hoc analysis, the same technique to prove
the existence of ESP and other nonsense. If the robot passes the test,
then what is to stop you from changing the rules until you get the
results you want?

What we normally call "consciousness" is the writing of perceptions,
thoughts, and actions into episodic memory, or memory of events
associated with a time or place. What we call "qualia" or phenomenal
consciousness is the feelings (positive or negative reinforcement)
associated with these memories. These things may be helpful in
formulating theories and motivating learning, but by themselves they
aren't going to magically solve the hard problem of AGI.
