I wouldn't say that AA were common or uncommon.  Some people have them, others 
don't.  No software should assume that AA tags will always be there or never be 
there.

You are right though that there are plenty of apps/download sites that don't 
provide AA tags.  FreeDB is one of the biggest metadata collections and doesn't 
provide AA.  I've never retrieved AA tags through Mp3Tag, and that uses FreeDB, 
Discogs, Amazon and MusicBrainz.

I don't think Foobar does either.  EAC doesn't.

I think that it's quite common for consumers to purchase single tracks, rather 
than albums.  I'm not sure it's desirable to have album artists if the whole 
album isn't downloaded.  i.e. users may not even want an album tag for track 
downloads.
