You should be measuring to the white wire coming into the machine. The white wire goes to one side of the power switch and then the other side continues on to both heating elements, the pump, control boxes and the solenoid. The wire coming from the power switch seems like it's most likely white with a blue stripe.
If those colors make no sense, you may have a newer version than my documentation covers.
