Moreover race is so entangled with poverty that if you deal with one, you have no choice but to deal with the other. Kevin's ideas of privatizing education will most likely lead to the same conditions that were found in the south when it came to education 50 years ago. Those places, which were mostly white, spent the most on education. The very poor areas were mostly minorities, they did not have anywhere near the same resources as the richer white areas. It perpetuated a very inequitable system for generations. What you propose Kevin leads to a creation of a white, educated and rich aristocracy, and an economically depressed underclass consisting of minorities.
The NORC data tends to support that. Its been going on long enough to have data that suggest that poor education perpetuates itself, not only through decreased job opportunities etc. but also through such things as nutrition both before and after birth, which in turn has a biological impact on intellectual development. This leads to further poverty and ignorance. Those programs, such as HeadStart etc, has been found to have a very positive impact on that cycle. -- Larry C.
