Well, in this case, and this view is going to be very unpopular, I believe
that the problem is that the black culture is"broken" and needs to be fixed.

Its like up here - the native culture is struggling to find a place where it
can co-exist in a modern world.  Alcoholism and drug abuse are terrible
problems among native people.  There are programs and programs set up to
change the culture from within - to educate kids from the time they are
small - to rehabilitate addicts - to continue with traditional ways of
living while still getting native kids a good education.

I personally think that the black culture in this country has some of the
same problems - and I personally think that its probably at least in part
due to prejudice and our american history of slavery.  I personally think
that programs should exist for these poor ghetto kids like they do for
native kids.

Although everything I believe about social programs being necesary probably
goes for all poor people of every color.  Its just that when such a
disproportionate number of a certain race live in poverty I think perhaps
concentrating on that race makes sense.
