However the government is responsible for the common good of the nation, both the Declaration of Independence and the Constitution provide for such. If such an action,(providing education, anti-poverty, rehab etc), is for the common good, and NGO's are not providing what is needed, then the government has to step in. In the examples that Beth used, the Federal government is responsible for these facets of Alaska, both by treaties with sovereign nations, and by law.
