Let me ask you this, who do you think is responsible for funding and administering 
these programs?  

I agree with you that these programs are needed and are appropriate.  However, I do 
not think it is the responsibility of the Federal government to provide them.  I think 
these should be administered and funded by either privately or religious funded 
charities.
