You have a good memory.  It was in the June 15 edition, page 5, in the
"Friday's World" column, titled "Can British judges officiate for UKC?".  I
will quote it here in part:

"In the June Kennel Gazette a whole mass of rules and regulations changes
are mentioned.  <snip>  I'd like to take a quick look at a few of the items
in this Gazette and to start with a KC warning to judges that they should
not officiate at overseas events held outside the jurisdiction of kennel
clubs with which the KC has a reciprocal agreement".

It then goes on for a couple paragraphs, giving the UKC as an example as the
kind of show where this might be a problem, and finally, mentions cavaliers:

"before this breed was recognized by the AKC there was a flourishing breed
club which ran shows, often with British specialist judges.  Then the AKC
recognized the breed <snip> Emotions ran high at the time; I hope by now
things have settled and everyone co-exists more or less happily.  But what
would be the situation were a British judge to officiate at the old,
independent breed club's events?  Could they be in trouble with our KC?
Again, if they were, it wouldn't seem  fair, as after all, that club was
there first and had established many links with Britain.  I wonder if anyone
from the KC could enlighten us."
