Well, there is a difference, which is that in most cases, NSI users have only their e-mail to authenticate them. At OpenSRS, they can gain access having either their password or their e-mail. So this problem happens at NSI when you merely change your e-mail address, which is an everyday occurrence... whereas with OpenSRS, you have to change your e-mail address *AND* lose your password to be locked out, which is a less frequent problem.
