Yes that is precisely it!
NSI/VRSN started playing these games as of June 1, 2001
Prior to this date we were easily transfering domains from NSI
even 30 days past expiry date.  Prior to 6/1 NSI
did not send their own Owner Verification emails.  There must have
been some brainstorming meeting at VRSN just prior to this date
that resulted in new and improved hostage-holding and funds-
extortion policy effective June 1, 2001

Unfortunately since NSI does not automatically refund the customer
money paid for the renewal year, so the chargeback it THE WAY TO GO!

We usually pre-advise the customers who attempt or are about to
attempt transfer past or close to expiry date that they either might have to
renew with NSI first and then wait 45 days to transfer to us or if they
transfer
earlier - NSI will remove the year they just paid for and chargeback / or a
battle
with NSI Customer Service Rep is a solution - interestingly enough most
customers indicated they
will not wait the 45 days and would rather proceed via chargeback
just to get away from NSI claws
