Exactly!  There *is* a process whereby you can effect the desired change.  

The other question Brian poses, though, is whether TUCOWS has a
responsibility
to force the reseller to submit data in a particular way (that is to say,
always submitting EXACTLY the information that the client has provided).

I'd submit that there may be valid business models that would allow the
reseller to submit different information.  For example, I have a client
who manages all aspects of the web presence for his clients.  He maintains
all of the domains (hundreds) in a single profile so that he can manage
everything with a single login.  His customers don't have direct access
to manage or transfer domains.  

That said, though, I know from experience that my guy is highly ethical, 
and that if a client requested that the domain name be transferred, he'd
facilitate it in a second.

I think my preference would be for TUCOWS to step in if and only if there
are written, well documented claims that a reseller has acted in bad
faith, and that they would, in that case, conduct an investigation and 
THEN possibly suspend or release the reseller.  In no case should TUCOWS
unilaterally stomp on the reseller (or ignore the end user for that 
matter), since they don't have the relationship with the customer and
don't necessarily have all of the relevant facts.  

I'd also add that in my experience (of nearly nine years) TUCOWS has 
always responded to complaints like this in a thoughtful, balanced,
and reasonable way.  That's the main reason I continue to do business
with them; they've demonstrated that they conduct their business in
an ethical fashion.
