Sounds like you have a permissions problem with the .DS_Store file for the folder you are arranging. Ok, that sounds scarey, but really, it is just a fancier way of saying "Your Desktop Database is corrupted, rebuild the desktop". First thing that pops in my mind, what version of OS X are you running? This problem was common prior to Jaguar, but not as much anymore. If you are running prior to Jaguar, make sure you are up to 10.1.5. If you are running prior to that, update, if you have a version too old to update (10.0 or any developer or Pre-Release version), then upgrade. Once you have made sure you are at least 10.1.5 or later, run the "Disk Utility" application, and choose to Repair Permissions.
