Don't forget that you're not selling services through the web site. Ok you need a simple download page that will work for all browser, even curl script, but since you're not selling services, you don't miss money transactions when a button doesn't work because of a faulty browser.
To my pov it can even rely on a responsive bootstrap css that will handle many browser, and less pain for non-paid dev that will write the web site.
