All I want is a reasonably powerful Canon dedicated (preferably a Canon) flash that my EOS D30 can take advantage of. I think the consensus seems to be that the 420 EX is my best value.
I beg to differ. DSLRs can't meter flash off the film
(OTF), so they use E-TTL, which in it's current
incarnation is more a lottery rather than a tried and
tested technique.

So my approach is to use a flash with a cell of its own
and use that in aperture mode with the camera in manual
mode. Whatever corrections need to be done can easily
be foreseen with a little experience and countermeasures
can be taken prior to the shot. High reliability.

The flash I am using is either the Metz 36CT3 on grip G15
or the Metz 45CT3. If I were to buy a brand new, current
model flash today, it would be the Metz 54MZ3.

This would even give you E-TTL, if you bothered to.
