Maybe part of the spasm is engendered by this quotation from the piece: "The Tories´ Election manifesto set out a vision for 'almost every car and van to be zero emission by 2020' and £500million has been pledged to make it happen." Of course such a radical change is impossible to effect in 5 years, even if you throw £500million at the problem. Ever notice that politicians who have to make thoughtful decisions about engineering and economics problems like this one usually have little or now background in engineering and/or economics? (Many times ignorance seems to be a principal qualification, especially in the US congress.) Such poorly educated people aren't moved by such rational thoughts as "off peak charging" and "this change can't happen in 5 years." They're moved by the same flailing dinosaur-brain fear which motivates their most ignorant voters. Thus until voters are better educated, politicians will keep getting more ignorant. It's up to us to educate not just the pols, but the people too. Who else is going to do it?
