Are you aware of Donald Hoffman's work ? He too starts from interacting conscious agents and from there we deduces quantum mechanics. I don't agree with his theory, because he is not aware of the emergent nature of consciousness, but it's an interesting exercise of how physics can be derived from consciousness.
