No. The GCR states that the gussets must be in place if forward facing
roll hoop bracing does not connect to the front roll hoop structure. You
still have to have a 1" x 0.080" forward facing brace. And keep in mind
that the 1" and 0.080" are BOTH minimums. You can make it 2" diameter
but it will still have to be 0.080" thick. Unless you go the PE route
Jay talked about.

Additionally the front facing brace must be at an angle greater than 30
deg to the main hoop.

Basically the requirements are:

1. 1" x 0.080 minimum steel tubing (DOM)

2. Extends to front roll hoop or gusseted by 14 gauge or greater
material or an additional tube 1" x 0.080" to reinforce the attachment
points 

3. > 30 deg included angle to the rear roll hoop

4. Upper attachment point no more than 6" from top of roll hoop

5. Forward Facing

There's plenty of cars out there (Regional and National) that don't meet
these requirements, BTW. Not all of them were signed off by a PE either
so make sure you check everything on your car before
modifying/homologating.
