Perhaps you're not dragging far enough? You have to drag until your
*pointer* is touching the target measure. It's not enough for just the
_outline_ of the measure to be touching. (This means that if you
positioned your mouse at the left edge of the source measure before you
started your click-and-drag, you have to drag pretty far.) You'll know
you've dragged far enough when the target measure gets highlighted with
a dark outline.
