Most likely correct, but Joe Bloggs visits you or moves to your area.  One
of his medications he has been on for years from his GP is Lactulose as
nothing as good as Lactulose for his constipation.  Tell patient he has to
buy it privately or wait till he gets back to usual GP as he doesn't satisfy
the PBS criteria.

You are then the bad GP because you won't give what he has been getting for
6 years.  Now if you oblige, and you have a visit from PBS - bad luck as
they don't care that some-one else did it before you.  After the visit to
you, they then make appointment to see previous GP.

persistent contravention of rules is more prone to notice than 
occasional "abstraction"
