Valve took the word of players from SPUF thread mostly that was at
Server Feedback section at
http://forums.steampowered.com/forums/forumdisplay.php?f=1002 but i
cannot find it now so they must have moved it elsewhere for analyzing
before they kicked in the quickplay feature.
At that thread, a lot of people listed a lot of things that they hate on
the servers. Most mentioned were fake players, modified respawn times,
no critical hits, reserve slot kicks, etc. You get the picture. So based
on that data and what Valve prefers, certain rules were set.
Pub servers need critical hits and dmgspread, it's what makes the game
even for all classes and balances the game + makes the game fun if you
are the guy who's blasting enemy away against all odds with critical hit.

you can see that with nocrits that your server will be disabled, dont know
if they will change this at some stage or just a penalty i can live with.
Since on most servers we have a crit vote, if enough people dont want it,
it will turn it off, but then the server will be on/off in the rankings
which is not helping i would suppose.
Anyway, valve if you read this. Can you make it a penalty instead?
