Citizen: "A legally recognized subject or national of a state or commonwealth, either native or naturalized." However I take your point this has been abused by a vast majority of people who are not linked to the initial incident. A bit like hooligans that go to football games to pick a fight, not to watch football. I also agree that waving a shooting arm at police is asking for trouble. I wouldnt want to be the police officer having to make that call. I note that quite a few people wants the army involved however I d say that putting the army against your own citizens is similar to a civil war in many respects. I understand these are riots but hey... Hence I agree this is a job for the police and not the army.
