Almost,
xf86config comes with X on all distributions. It is a
text-based config program for X. The program I was referring to
is called XConfigurator (or Xconfigurator), which has the same
look and feel as the RedHat installation program. It was made
by the good folks at RedHat, but, being GPL'd, may be used
by other distros. Actually, the RedHat installation program will
call XConfigurator towards the end of the install procedure, but
it can be called from the command-line at at any time.
It is semi-graphical. Much nicer than xf86config, but I still
prefer XF86Setup (which is the default for such distros as
Slackware and Caldera).
