OK, what you should do based on my recollection of USR setup, is that 
you should set the modem to factory defaults in Net-Tamer by going to 
the terminal screen (Alt =) and then entering AT&F1.  Note that it is 
&F1.  That's the preferred default set for a USR.  Wait for the modem to 
respond with OK, and then enter ATX4 and wait again for the modem to 
echo OK to you. Then enter AT&W to save the settings to profile 0.  
After the modem responds with OK, exit the terminal (F4).  Next, change 
the init string in Net-Tamer to just plain "ATZ" and you should be okay.  
Most modems don't respond to commands that immediately follow ATZ unless 
there is an actual pause before the software sends the other commands.
