No, you can create rules compatible with D&D using the OGL, or without
any open license at all. You can use the D20 trademark on a product
which abides by the terms of the D20 STL. If you use the OGL and/or the
D20 STL, you cannot say "compatible with Dungeons&Dragons" without the
permission of WOTC. The benefit of the OGL is the right to use the D20
SRD verbatim, as well as all the other material usable with D20 games
that is expected to be released under the OGL.

Yes. Or you can release your IP under the existing OGL, which is not
limited to WOTC games or properties.
