This may be related to the loss of keyboard shortcut problem that occurs with Microsoft Intellimouse drivers, the mouse wheel and Protel.
Workaround: Open the Mouse Properties control panel (in the Window's Control Panels directory) and click on the "Wheel" tab. Click on the "Exceptions" button at the bottom right of the dialog (in the Universal Scrolling area) and then click on the "Add..." button. Browse to the Client99SE.exe file where you installed Protel.
