And Lalit Modi, going by reports, has made sure every time a buck is spent by IPL, his coffers get filled. Be it for chartering a plane or through the three IPL franchises he owns by proxy. The law has to be carefully crafted otherwise it will be easily subverted in the following ways. 1) A goan can own land on paper and still lease it / rent it to outside parties. 2) A Goan can start polluting business, five star hotels, or mega projects. The key is --- the laws for land use have to be strictly enforced. RP 2021 has to be enforced so that irrespective of who the owner is, land is not used for concrete jungles. After several attempts to block legal proceedings, finally things seem to be moving ahead as Modi appeared before SIT today. The Gujarat administration refused to admit an FIR against Modi in 2006 in the Gulbarga Massacre case. There are allegations against Modi that he held a meeting of top officials on the day of the post-Godhra riots asking police officers to go slow on rioters. That the slain MP Jaffri called Modi, and Modi instead of giving him protection abused him. That Modi asked some of his ministers to sit in the police control room and instruct the cops to go slow on rioters. On a petition by the widow of slain MP Jaffri, finally, the Supreme court had to intervene and ask SIT to investigate Modi's role. Still no FIR has been filed against Modi. It is time FIR is admitted, and Modi sent to where he belongs --- namely jail. Hats off to the activists such as Teesta Setalvad, without whose effort even this day would not have been possible. Sandeep calls opposition to Hussain's painting as a sign of barbarism, however, he has no hassle in justifying the barbarism in say Islam where he casually attributes it to the fact that it is part of the Muslim religion, or it is part of their tradition. She worked for the opinion poll in goa in the sixties and has been active in the environmental movement worldwide. He makes it appear that the survival of the Gaon people depends mainly on the progress of IT. While claiming that Indians are intelligent the writer has to fall back on citing the example of North Carolina in the U.S. We have not even been able to put in place new laws for this State and contine to apply colonial laws even 49 years after Goa's liberation. This is because the intelligensia has not been able to liberate themselves from the bondage of the western mindset. It is most unfortunate that Goa's susegaad lifestyle has become an element of ridicule by what the Mahatma refers to as 'those intoxicated by modern civilisation'. What does the rest of India want Goans to be, a society of heartless economic hawks like the rest in the metros, ever ready to trample and scramble over anyone to satisfy their greed for profit? 'Susegaad' does not mean laid back or lazy. It is simply about contentment, relaxation and restrain. After all, this is what any 'art of good living' prescribes to an emotionally thirsty generation but at a huge price. Let us stop driving Goa into the destructive economic rat race. -Soter D'Souza Soter's philosophy sounds almost Utopian, but he has no constructive suggestions on how to take us there. Instead, if I am talking of creating sustainable and environmental friendly jobs, he is trying to scuttle it. Indeed, in the last one year, Soter has been intoxicated with writing negative about each and every positve step ever mentioned in the papers. Soter, if you have a better way to get Goa out of the mess, please do it. Why are you only complaining ? Today, the reality is that Goans are selling their land because they have no income. All I am suggesting is ways to earn money in a way that does not destroy environment. IT is one way; I have also mentioned food-technology for instance, something that Soter deliberately refuses to see. Food security cannot come if one cannot make a living. [2] MARG is doing work mainly in educating people about harms of not following traffic rules. MARG over the years has talked to tens of thousands of people, students, bus conductors, bus drivers, and tried to imbibe in them a sense of road culture. Recently, MARG produced a 45 minute konkani feature film which was directed by Dnyanesh Moghe, an acclaimed director. The film titled 'RACE' is about how young college students fall for the latest mobikes and get into racing their mobikes. The film is very impressive and has received a standing ovation from the viewers in a number of places. It is being shown in tons of colleges all over Goa. The problem of roads is complex. We need more enforcement of discipline and fines to violators. Just education is not enough. Secondly, we need more public transportation. Perhaps we need local trains from Canacona to Tivim or the northernmost Goan station in the konkan railway line. We have seen that there has been no traffic issue or lesser traffic issue on the Kolam to Vasco line because of the availability of local trains. If there is a local train every half an hour from Margao to Panjim, most of the congestion on the Margao Panjim line can get relieved. regards, Samir

Why did Anil Desai not join MARG then ? The first time MARG got any substantial govt. money was in 2009. MARG was founded in the mid nineties if I am not mistaken. For fifteen years, MARG single handedly brought out the problem of traffic deaths to the forefront of public debate to the point that the government started listening and funded MARG in 2009. Guys who did not do anything suddenly are raising questions. I have said this before and I say this again, if you have any questions about public funding for MARG please write to the email I had given. Hear from the horse's mouth. Have you done that, Anil Desai ? Let me also say that if not for MARG, chances are the problem of traffic deaths would not have come to the forefront of public debate at all. And again, I repeat, Anil Desai is free to solve Goa's traffic problems. Do something positive / constructive. One can always find a fault with any one. A guy who drives rashly ( many of the accidents are merely due to rash driving --- I have seen it myself. A guy on his mobike just enters the highway without even seeing if there is a car on the road. He gets killed. ) Can MARG be blamed for that ? In fact, my father would be too happy to close down MARG if someone like Anil Desai comes forward and solves Goa's traffic problems. But then can Anil get out of his comfort zone and take up the challenge ? That is the real problem. Let us finally understand that traffic discipline is everyone's responsbility. MARG can educate but if one doenst want to learn, nothing can be done. What a load of rubbish. The rot is at the top, and not at the bottom where the poor people are. The plain truth is that the governments of Goa over the years, and continuing with Samir's pal Digu today have not made any long term plans for growth of traffic and population. Goa has no infrastructure in place and things have gone out of hand. So instead of wasting time and money, I think MARG would be most effective if they educated the powers that be to start with. There is no Road Authority as such in Goa. The very system is flawed. A Road Authority is a body that is responsible to: 1. Plan future roads 2. Build and Maintain roads 3. Set and enforce traffic rules. 4. Issue Driver's Licenses. 5. Maintain registration of vehicles. 4. Monitor the general traffic scene. Instead, we have a system where roads are planned by one body, built by another and usurped by anybody! Parking is no priority, so where do you expect people to park their cars? Imagine the national waste having hundreds of cars circling round the city looking for a car park. What a waste of precious fuel! Every residential building must have its own space to park cars of the residents so they dont use the public roads to park their cars. Every commercial building must have space for customer parking. The city has to grow outwards and not towards its roads. Traffic signs are another sore point. While the roads are not capable of handling traffic adequately, we see funny signs limiting the speed by the type of vehicles on the road. How silly is that? If the lowest speed limit is granted to trucks, then all the traffic will flow at that speed limit. It is a known fact that while high speed accidents usually prove fatal, majority of road accidents as such take place at slow speed and there are literally thousands of maimed citizens all over Goa to prove this fact. Go to the GMC and see how many are there today/ Wake up Samir, wake up Digu, wake up Kelekar Sr. Set the system right and the rest will follow. And most importantly, do away with the hafta system prevailing at the RTO offices. Sack the scoundrels who work there, and appoint honest Directors and Inspectors. Even the staff right down to the office peons must be sacked - they are all corrupt. I know it will hurt your pockets: we know you too get a cut. But for the betterment of Goa, it must be done. Then only we will have drivers who know the rules on the roads, and then only will our roads get a little safer. Recently I had a friend of mine come from Portugal and as we drove around Panjim, poor chap had his heart in his mouth. I cannot say that no one follows the rules. There are just no rules to follow. So people just do what they want on the roads, putting everyone at risk. It is indeed a surprise that there are only around 300 road casualties each year. But what about victims of road accidents who dont die. Victims who are injured thus loosing income. Or victims who dont recover at all. I suppose these dont get reported at all. I challenge Samir to stop the rut of corruption at the top first. And if Samir cannot take up that challenge, I throw the challenge open to others on this forum. Also, in one of my earlier posts, I asked you whether you can help create jobs in Goa by sourcing some IT business to Goan IT companies. Can you do that, or are you only about complaining ? Now let me answer some of the other questions. Simple arithmetic will tell you that if there are x vehicles and if y number of deaths take place then the number of deaths if all else remains the same when there are 2x vehicles would be 2y. So, on what basis is an absolute reduction in deaths is considered a success for any effort to reduce deaths ? Neverthless, the number of accidental deaths have reduced albeit slightly in the last year. This was announced by the Transport minister recently. Nowhere did I claim that the credit goes to MARG. MARG is not about taking credit. Thirdly, the problem of road deaths as I mentioned in the last post is complex. Data has proved that lack of implementation of helmet rules on village roads has increased deaths. Can MARG be made responsible for that? I have cleared mentioned that MARG's mandate is mainly to educate people as far as the govt. funding is concerned. I also mentioend cases where people refuse to learn. Can MARG be held responsible for that ? As far as Goa govt being in debt, should Goa govt not spend money at all on anything? There are priorities on where to spend how much money. I can personally vouch that this money at least is well spent. Goa govt. is going to spend hundreds of crores on celebrations for the 50 the year of liberation. Goa govt. spends whole lot of money on IFFI. I personally think that saving lives is a noble endeavour well worth spending little money on. Please note that the money spent on MARG is miniscule compared to money spent on many other things. Neverthless, you are free to have your opinion. It is a democracy after all. As to MARG being an NGO, and the sitting CM being its chairman, I am no expert on this. As far as I know, MARG is a registered trust. I dont know if NGO is a colloquial term or is a legal term. I am working in such circumstances. I dont want complaints by someone who doesnt work in my country and all he does is throws some crumbs at Goa. What Goa needs is valuable time of people, and I am spending it. NRGs can help in the work that I am doing by giving business to companies in Goa. If you can help in that, let us work together. Otherwise, if you cant, at least dont throw spanners in the work. The dire need for Goa right now is jobs in a sustainable area. MARG spends government money for a noble purpose, and not for personal luxuries of my father. We are both working in our country where we are not thrown big money at for rendering our services unlike you. I have conscicously decided to work in my country unlike you, even when I have an opportunity to work abroad. Digambar Kamat as the CM is the common link for all Goan citizens. 2) My point was that Rajan being a US citizen has been an opportunist person and now he wants to interfere in Goan politics. I stand by the fact that as a US citizen he has no political rights in India and needs to change his citizenship. Obvioulsy, none of the NRGs even talked about the latter point, probably because opportunists dont consider that important. I indeed even went to the extent saying that Rajan would be a hero if he changed back his citizenship and plunged into fixing Goa. How about discussing this aspect of it? Can one for instance have a Portuguese citizenship and get politically involved in Goa ? Response: I did respond to this point. Probably it was difficult for you to understand. I gave you my own example, which I will repeat: I hold Indian citizenship. I do not have voting rights in India. However, I do have political rights in India. I do have voting right for council, parliamentary and European elections in the UK. The point is: you should not confuse voting rights with political rights. Rajan, like me pays taxes in India, has property in goa and has OCI. This does give him political rights even if he is not allowed to vote because of vagaries of rules of Indian government. Manmohan singh has publicly promised to change this before 2014. You are confusing between an Indian citizen NRI and a foreign citizen. It is therefore pointless for you to divert attention from the sterling work that Rajan has done with a documentary that he produced without any government grant and also his successful PIL. I am not diverting attention from here, but I stand by my point that a US citizen, Rajan has not political rights. 3) The point about the Anil Desai conversation which again Jose harps on again and again. The conversation is there in the archives for anyone to say. Anil attacked my father's credentials and he was promptly responded to. Response: I do not know your father and I have not attacked your father's credentials. I did raise the point about MARG. You accepted that it has just appointed the Chief Minister of goa government as an office bearer. This makes MARG a unique NGO. You also accepted that this NGO has received hundreds of thousands of rupees from goa government. Goa has one of the highest mortality from road traffic accidents and these figures have largely remained high. Jose Colaco a Portuguese citizen who does nothing for Goa except put it down and still lives in the 1960s is trying to scuttle an initiative that we are trying to bring in Goa. I am answering this just in case others have similar issues. If I wanted to suck up to the Goa CM, I could have taken a plum post with the current Govenrment if I wanted to and made hundreds of crores like other politicians. This initiative has not come from me. Savio Noronha, a Goan who returned from Germany has started a small IT company in Margao. He is the one who approached me saying that all of Goa govt's sops are directed towards big companies, and how hard it is to make ends meet for someone who is on his own. I mean we are not working in Bahamas for some big hospital, so jobbies who have no idea what it takes to run a business especially in India, should be the last people who raise such questions. Savio also has other Goan IT entreprenuers with him. I decided to take it up. Suffice it to say, that this sop --- if it all comes through, and that may not be easy --- will not benefit me unless I move to Goa. As to my attack on Rajan Parrikar's credentials namely US citizenship, it is very open. Btw Rajan attacked Oscar. Oscar himself has defended himself, and so have others Miguel Braganza gave a proper fitting answer to Rajan on behalf of GBA, for instance. I thought quite some time whether one should go to the Goa CM or not. For one, while everyone shouts from the rooftop that this govt. is corrupt, not one including NRGs are willing to nail the corrupt. It is quite interesting to contrast Jose Colaco's views on my article in Herald with some other views. I got a call from a friend of mine --- this guy is a Mangalorean Konkani guy who works in the shipping industry in Goa. He said he called me after reading my article. He asked me when I was coming to Goa next; he said the shippiing industry may need some software to be developed. A Goan professional working in Persistent a top IT company in Pune told me on skype the following: Samir I think you have written the sentiment of most Goan professionals working outside Goa. One of the seniors at Herald, who routinely publishes my articles specifically told me that I liked your yesterday's article particularly. Why such different feedback from others compared to Josebab? A Goan friend of mine who runs an IT company in Goa called me the other day. He needs some software engineers with particular skill sets for a project he is getting from Europe. He is not finding a Goan. I posted a notice on some Goan forums here in Bangalore where Goan software engineers hang out. But given that the skill set is rare, one may or may not get a Goan. The project is crucial and if he doesnt get people within a week, the project will be lost. What should he do ? I suggested to him that a non-Goan, if he is willing to relocate to Goa, is the best choice in the absence of getting a Goan. This is the situation my friends and it happens time and again. One needs better solutions than shouting from the rooftops that Goan identity is getting lost. regards, Samir
