clearly a conflict of interest.  Shashi Tharoor, Minister of External Affairs, 
missed his booty
in IPL by a whisker. The civil aviation minister Praful Patel's daughter is 
busy diverting
Air India planes to IPL; after all Papa owns the airlines!

The BJP is not far behind Lalit Modi is allegedly known to be close to 
erstwhile CM of
Rajasthan Vasundhara Raje, and Gujarat CM, alleged mass murderer Narendra Modi.
And Lalit Modi, going by reports, has made sure every time a buck is spent by 
IPL, his
coffers get filled. Be it for chartering a plane or through the three IPL 
franchises he owns
by proxy.

Marie Antonnete the haughty Queen during the French revolution when told that 
people
didnt have bread to eat, said let them eat cake. If we now say there is no 
water and
food, we will be promptly told watch IPL.

While special status to Goa will solve some of the problems, dont think it is a 
panacea
to all evils. The law has to be carefully crafted otherwise it will be easily 
subverted in
the following ways.

1) A goan can own land on paper and still lease it / rent it to outside parties.

2) A Goan can start polluting business, five star hotels, or mega projects.

The key is --- the laws for land use have to be strictly enforced. RP 2021 has 
to be enforced so that irrespective of who the owner is, land is not used for 
concrete jungles.

Neverthless, special status would be useful and could make things a bit more 
difficult
than what they are, for the looters.

who fund their TV channels are more important to these journalist businessmen 
than the public and cause of the public at large. THE FOURTH ESTATE especially 
the electronic media has become a properous business and they have forgotten 
their REAL MANDATE. There is a need for a FIFTH ESTATE to regulate this fourth 
estate. 
Sample this: Channels do opinion polls. Is this not fooling gulligle mobile 
owners? Firstly, the charge the SMS is higher. This money goes to mobile 
service provider. Kickbacks from this go to TV channel. The loser is SMS 
sender. Secondly, the polls give wrong picture as only few interested ones 
participate and not the majority. A person can send any number of votes. Since 
those who participate do not form representative sample such poll results have 
no meaning hence not dependable. Govt should ban such polls. Also SMS for polls 
must be free to the sender. If mobile company has to be paid, the charges must 
be paid by the poll conductor (TV channel) since it gains by obtaining free 
data. Government must ban mobiles companies from charging senders. 
Can CONSUMER RIGHT bodies take this up with the Government?

Currently there are about ten arbitrary power cuts in a day in Bangalore, 
India's so called Silicon Valley. Besides, there is a regular cut of one or two 
hours every day.

What work can one possibly do with such a situation ?  If this is Bangalore's 
situation,
one can only imagine how things are in other parts of the country.

For anyone to make a living in today's information age, power and bandwidth is 
as much
as a necessity as food and oxygen.

But FN would prefer to go back to the cave-age I suppose.

After several attempts to block legal proceedings, finally things seem to be 
moving ahead
as Modi appeared before SIT today.

The Gujarat administration refused to admit an FIR against Modi in 2006 in the 
Gulbarga
Massacre case. There are allegations against Modi that he held a meeting of top 
officials
on the day of the post-Godhra riots asking police officers to go slow on 
rioters. That the
slain MP Jaffri called Modi, and Modi instead of giving him protection abused 
him.
That Modi asked some of his ministers to sit in the police control room and 
instruct
the cops to go slow on rioters.

On a petition by the widow of slain MP Jaffri, 
finally, the Supreme court had to intervene and ask SIT to investigate Modi's 
role. Still
no FIR has been filed against Modi.

It is time FIR is admitted, and Modi sent to where he belongs --- namely jail.

Hats off to the activists such as Teesta Setalvad, without whose effort even 
this
day would not have been possible. Still, there is a long way to go.

barbarism, however, he has no hassle in justifying the barbarism

Any thinking person -- be it Sandeep or Hussain or Marshall

fundamental question --- if I can do such paintings of the

These double standards are very obvious to any neutral observer.

One needs to see how these so called defenders of secularism

Nasreen is attacked by the Muslims. For heaven's sake,

Freedom of expression is
not a right that applies only selectively or as per convenience.

There is a limit to how much of a tunnel vision one can have.

The violations of fire safety at Carlton Towers fire in Bangalore
that led to loss of 9 lives are unpardonable.
It is criminal that the fire exits were locked, the fire alarm did not go off, 
the sprinklers
had no water, and there was 2000 liters of disel stored on the terrace. Apart 
from the owners,
investigation is needed as to what the fire inspectors were doing. Isnt it the 
job of
fire inspectors to carry frequent audits of such multi-storied buildings ? 
Investigations should
be made as to whether these fire inspectors take bribe to give a no objection 
certificate or
to pass audits. The owners should of course be booked but the government 
authorities shouldnt be allowed to go scot free. After all, we know that one 
can pay one's way through
any illegality in India.

It is ironic that young people with degress from top schools such as IIMs were 
killed.
It also brings out a harsh truth --- today, no one is safe; you may live in a 
gated community, work for the top finance company raking in millions, but death 
can reach
you any time. It is also a big lesson that one can turn a blind eye towards 
social
issues and political issues only at one's own peril.

It is made out by some that non-Goans are not needed in Goa. The fact is : 
right from milk,
to vegetables to fish to labour, Goa depends on Karnataka. Choke the pipeline of

Hi Folks
I had the pleasure of meeting Hartman, Carmen and a couple of young Goans 
working
to educate people about environmental consciousness. This included Clinton Vaz,
Terrance, Andrea(?) etc.

Along with them I had also the opportunity to address about 100 students of 
Damodar
College Margao.

Carmen is organizing a save the western ghats conference in Ooty, which is 
going on
right now. Environmental Minister Jairam Ramesh along with activists from all 
over
the Western Ghats are meeting there. Carmen believes in talking to all stake 
holders
including mining companies and bringing them together to one table. She claims 
to
be a world citizen and I think she deserves it. She worked for the opinion poll 
in goa
in the sixties and has been active in the environmental movement worldwide. She 
is
certainly not a hypocrite who applies one rule to Goa while saluting the white 
man
when in the West!

The column titled ' Turning Susegaad On It's Head' by Samir Kelekar seems to 
manifest a malady of a western economic mindset that Mahatma Gandhi had 
detested in Chapter VI of 'Hind Swaraj' published in 1908. Instead of being 
concerned about water and food security of Goans, the writer harps on the 
benefits of IT. He makes it appear that the survival of the Gaon people depends 
mainly on the progress of IT. While claiming that Indians are intelligent the 
writer has to fall back on citing the example of North Carolina in the U.S. We 
have not even been able to put in place new laws for this State and contine to 
apply colonial laws even 49 years after Goa's liberation. This is because the 
intelligensia has not been able to liberate themselves from the bondage of the 
western mindset.
It is most unfortunate that Goa's susegaad lifestyle has become an element of 
ridicule by what the Mahatma refers to as 'those intoxicated by modern 
civilisation'. What does the rest of India want Goans to be, a society of 
heartless economic hawks like the rest in the metros, ever ready to trample and 
scramble over anyone to satisfy their greed for profit?  'Susegaad' does not 
mean laid back or lazy. It is simply about contentment, relaxation and 
restrain. After all, this is what any 'art of good living' prescribes to an 
emotionally thirsty generation but at a huge price. Let us stop driving Goa 
into the destructive economic rat race.

Soter's philosophy sounds almost Utopian, but he has no constructive
suggestions on how to take us there. Instead, if I am talking of
creating sustainable and environmental friendly jobs, he is trying to
scuttle it. Indeed, in the last one year, Soter has been intoxicated
with writing negative about each and every positve step ever mentioned
in the papers.

Soter, if you have a better way to get Goa out of the mess, please
do it. Why are you only complaining ?

Today, the reality is that Goans are selling their land because
they have no income. All I am suggesting is ways to earn money
in a way that does not destroy environment. IT is one way; I
have also mentioned food-technology for instance, something that
Soter deliberately refuses to see.

Food security cannot come if one cannot make a living. Only when
we are well off --- a fact which was probably present in the
past --- can we afford to be susegaad. How can a starving person
be susegaad ?

Perhaps we need local trains from Canacona to Tivim or the northernmost
Goan station in the konkan railway line. We have seen that there
has been no traffic issue or lesser traffic issue on the Kolam
to Vasco line because of the availability of local trains.
If there is a local train every half an hour from Margao to Panjim,
most of the congestion on the Margao Panjim line can get relieved.

Anil Desai rambles about MARG. 

One thing definitely MARG can be credited with is to bring about the problem of
deaths on Goa to the forefront of public debate. Even guys like Anil Desai are
talking about MARG and road deaths now, something that would not be on
their horizon if not for MARG. Who was even talking about road deaths in
2002 and the nineties ? It is interesting that Anil has posted Marg's letter of
2002. Just shows MARG was single handedly trying to raise consciousness
about the traffic deaths problem way back then. Why did Anil Desai not join
MARG then ?

The first time MARG got any substantial
govt. money was in 2009. MARG was founded in the mid nineties if I am
not mistaken. For fifteen years, MARG single handedly brought out the
problem of traffic deaths to the forefront of public debate to the point that
the government started listening and funded MARG in 2009.

Guys who did not do anything suddenly are raising questions. I have said this
before and I say this again, if you have any questions about public funding for
MARG please write to the email I had given. Hear from the horse's mouth.
Have you done that, Anil Desai ?

Let me also say that if not for MARG, chances are the problem of traffic deaths 
would
not have come to the forefront of public debate at all.

And again, I repeat, Anil Desai is free to solve Goa's traffic problems. Do 
something
positive / constructive. One can always find a fault with any one. A guy who 
drives
rashly ( many of the accidents are merely due to rash driving --- I have seen 
it myself.
A guy on his mobike just enters the highway without even seeing if there is a 
car
on the road. He gets killed. ) Can MARG be blamed for that ? 

In fact, my father would be too happy to close down MARG if someone like
Anil Desai comes forward and solves Goa's traffic problems. But then can
Anil get out of his comfort zone and take up the challenge ? That is the real 
problem.


Let us finally understand that traffic discipline is everyone's responsbility. 
MARG can
educate but if one doenst want to learn, nothing can be done. If there are 
people starting
agitations against helmets ( it has now been conclusively shown that deaths in 
Goan
village roads have increased due to lack of helmet enforcement on Goan village 
roads),
can MARG be blamed for it?

Finally, these posts by Anil show what Goa's problems are. Why do we need 
enemies
when one Goan is forever interested in putting down something good another Goan 
is
doing ?

testimony to it, and if

have in mind is destruction of something good. Goa cant be fixed by just

Rajesh raised a question about road planning. The Goa govt. has contracted
Central Road Research Institute, a public sector undertaking based in Delhi,
to come up with a 5 year and a 20 year plan for Goa's traffic planning. Goa
Govt. has allocated Rs. 50 lakhs for this work to that institute. They are
supposedly having traffic engineering experts with them.

Please note that I am an ordinary citizen so is the MARG convenor
Gurunath Kelekar. We can only suggest things; there is the
Transport Minister and there is the Chief Minister who finally
take decisions on behalf of the government.

Secondly you are talking about corruption. What have you done
to stop corruption ? There was a time when I was shouting from the
top of my voice about naling corrupt people using pen cams,
where were you that time ?
At least we have record of doing something. I have exposed
corruption whereever I have found it. What have you done?

I have been reading with interest, postings by young Samir about
traffic issues, and what he thinks is a great job done by MARG in
educating people - he says 'tens of thousands of people, students, bus
conductors, bus drivers  So who is left behind??!!!

What a load of rubbish.  The rot is at the top, and not at the bottom
where the poor people are.  The plain truth is that the governments of
Goa over the years, and continuing with Samir's pal Digu today have
not made any long term plans for growth of traffic and population.
Goa has no infrastructure in place and things have gone out of hand.
So instead of wasting time and money, I think MARG would be most
effective if they educated the powers that be to start with.  There is
no Road Authority as such in Goa.  The very system is flawed.  A Road
Authority is a body that is responsible to:

1.  Plan future roads
2.  Build and Maintain roads
3.  Set and enforce traffic rules.
4.  Issue Driver's Licenses.
5.  Maintain registration of vehicles.
4.  Monitor the general traffic scene.

Instead, we have a system where roads are planned by one body, built
by another and usurped by anybody!  Parking is no priority, so where
do you expect people to park their cars?  Imagine the national waste
having hundreds of cars circling round the city looking for a car
park.  What a waste of precious fuel!  Every residential building must
have its own space to park cars of the residents so they dont use the
public roads to park their cars.  Every commercial building must have
space for customer parking.  The city has to grow outwards and not
towards its roads.  Traffic signs are another sore point.  While the
roads are not capable of handling traffic adequately, we see funny
signs limiting the speed by the type of vehicles on the road.  How
silly is that?  If the lowest speed limit is granted to trucks, then
all the traffic will flow at that speed limit.  It is a known fact
that while high speed accidents usually prove fatal, majority of road
accidents as such take place at slow speed and there are literally
thousands of maimed citizens all over Goa to prove this fact.  Go to
the GMC and see how many are there today/

Wake up Samir, wake up Digu, wake up Kelekar Sr.  Set the system right
and the rest will follow.  And most importantly, do away with the
hafta system prevailing at the RTO offices.  Sack the scoundrels who
work there, and appoint honest Directors and Inspectors. Even the
staff right down to the office peons must be sacked - they are all
corrupt.  I know it will hurt your pockets: we know you too get a cut.
 But for the betterment of Goa, it must be done.  Then only we will
have drivers who know the rules on the roads, and then only will our
roads get a little safer.  Recently I had a friend of mine come from
Portugal and as we drove around Panjim, poor chap had his heart in his
mouth.  I cannot say that no one follows the rules.  There are just no
rules to follow.  So people just do what they want on the roads,
putting everyone at risk.  It is indeed a surprise that there are only
around 300 road casualties each year.  But what about victims of road
accidents who dont die.  Victims who are injured thus loosing income.
Or victims who dont recover at all.  I suppose these dont get reported
at all.

I challenge Samir to stop the rut of corruption at the top first.  And
if Samir cannot take up that challenge, I throw the challenge open to
others on this forum.  Others like Rajan Parrikar, Anil Dessai etc!!
It does not matter where you guys are, or what citizenships you hold.

Before I answer Anil Desai's questions, let me point out some of the issues
that he has conveniently ignored.

Anil, why dont you pose these questions to MARG itself ? Why are you
feeling shy of writing to MARG ? Please note that I am
not a representative of MARG and my answers may not be authoritative.

Also, in one of my earlier posts, I asked you whether you can help create jobs 
in
Goa by sourcing some IT  business to Goan IT companies. Can you do that, or
are you only about complaining ?

Now let me answer some of the other questions.

Simple arithmetic will tell you that if there are x vehicles and if y number of 
deaths take place
then the number of deaths if all else remains the same when there are 2x 
vehicles
would be 2y. So, on what basis is an absolute reduction in deaths is considered
a success for any effort to reduce deaths ?

Neverthless, the number of accidental deaths have reduced albeit slightly in the
last year. This was
announced by the Transport minister recently. Nowhere did I claim that the 
credit goes to MARG. MARG is not about taking credit.

Thirdly, the problem of road deaths as I mentioned in the last post is complex. 
Data
has proved that lack of implementation of helmet rules on village roads has 
increased deaths. Can MARG
be made responsible for that? I have cleared mentioned that MARG's mandate is 
mainly
to educate people as far as the govt. funding is concerned. I also mentioend 
cases
where people refuse to learn. Can MARG be held responsible for that ?

As far as Goa govt being in debt, should Goa govt not spend money at all on 
anything?
There are priorities on where to spend how much money. I can personally vouch 
that
this money at least is well spent. Goa govt. is going to spend hundreds of 
crores on
celebrations for the 50 the year of liberation. Goa govt. spends whole lot of 
money
on IFFI. I personally think that saving lives is a noble endeavour well worth 
spending
little money on. Please note that the money spent on MARG is miniscule compared
to money spent on many other things. Neverthless, you are free to have your 
opinion.
It is a democracy after all.

As to MARG being an NGO, and the sitting CM being its chairman, I am no expert
on this. As far as I know, MARG is a registered trust. I dont know if NGO is a 
colloquial term or is a legal term. Neverthless, this question can be posed to 
MARG.
You have MARG's email address.

Now that I have answered your questions, why dont you solve Goa's road death 
problem?
Or are you only about putting down some good work while not doing anything 
yourself?

Had you been a true sage you would have wangled a few crores
of public money from Digu.  If you truly had guts you would 
have shown up at Digu's door like a real man and asked for 
tax sops for your little gig.  If you were truly great you would 
have threatened to create jobs in Goa (without actually creating 
any, mind you).

This has been answered before. If Rajan is willing to take up
the task of creating jobs in Goa -- a dire need --- I dont
even want to get into it. Because I gain nothing out of it.
But Rajan doesnt understand logic and repeats the same thing
again and again like a parrot.

Indeed, if Rajan really cared for Goa, he could have helped
get some business to Goan IT companies from his country. He
could have used his skills in his specialized area to help
Goan youth.

But Rajan is only intersted in creating chaos, strife. He is
interested in putting communities against one another, people
against poor migrants. Having created a volatile dangerous
situation, he of course will go back to the US and watch the
fun. Funny thing, when he goes back to the US, does he talk
about Mexican illegal migrants in California ? No, no, absolutely
no. He will become a good boy and boot-lick the white man.
Does he talk about the financial mess in the USA? No way.

All the philosophies are for us Goans.

Such tendencies such as Rajan's should be nipped in the bud.

All so true.  Any organization that receives public funding ought to 
provide a public accounting of its monies and activities.  The public
must know if (a) the incidence of road accidents in Goa has decreased
and (b) if yes, if the decrease had anything to do with activities of 
this so-called 'NGO.'  We need numbers, not handwaving.  This way 
a determination can be made if Goans have gotten any bang 
for their buck.

Instead of just asking questions --- and surely the moneys are accounted for and
I have responded about that on this forum --- if you have the guts, fix Goa's 
road
problems. No one prevents you from solving Goa's road problems.
 Dont just put down others who are trying to do something inspite of

the question --- why are Goans selling their land ? How many
Goans dont want to sell their land ?

Unless, Goans --- and many are living not even a hand-to-mouth

their land to the highest bidder.

The problem of creating jobs is a difficult one. It also means

and all he does is throws some crumbs at Goa. What Goa needs is valuable time
of people, and I am spending it. NRGs can help in the work that I am doing by
giving business to companies in Goa. If you can help in that, let us work 
together.
Otherwise, if you cant, at least dont throw spanners in the work.
The dire need for Goa right now is jobs in  a sustainable area.
 
 
MARG spends government money for a noble purpose, and not for personal
luxuries of my father. We are both working in our country where we are not 
thrown
big money at for rendering our services unlike you. I have conscicously decided 
to
work in my country unlike you, even when I have an opportunity to work abroad.
 
Digambar Kamat as the CM is the common link for all Goan citizens.
 


2) My point was that Rajan being a US citizen has been an opportunist
person and now he wants to interfere in Goan politics. I stand
by the fact that as a US citizen he has no political rights in
India and needs to change his citizenship. Obvioulsy, none of
the NRGs even talked about the latter point, probably because
opportunists dont consider that important. I indeed even went
to the extent saying that Rajan would be a hero if he
changed back
his citizenship and plunged into fixing Goa. How about discussing

Response: I did respond to this point. Probably it was difficult for you to
understand. I gave you my own example, which I will repeat: I hold Indian
citizenship. I do not have voting rights in India. However, I do have
political rights in India. I do have voting right for council, parliamentary
and European elections in the UK. The point is: you should not confuse
voting rights with political rights.
Rajan, like me pays taxes in India, has property in goa and has OCI. This
does give him political rights even if he is not allowed to vote because of
vagaries of rules of Indian government. Manmohan singh has publicly promised
to change this before 2014.
 
You are confusing between an Indian citizen NRI and a foreign citizen.

It is therefore pointless for you to divert attention from the sterling work
that Rajan has done with a documentary that he produced without any
government grant and also his successful PIL.
 
I am not diverting attention from here, but I stand by my point that a US
citizen, Rajan has not political rights.

It was good to find that there are some NRGs who actually walk the talk. Of 
course, we
know many who just spout hot air.

Atrisys Technologies is a Verna based embedded software company. A 10 employee
company, this is promoted by Sachin Lawande. Lawande is CTO of Herman 
International
in the US and studied at Goa Engineering College graduating in 1988.

NE Technologies is another IT company at Verna Software Technology Park having
100 employees. It is again promoted by an NRI based in Atlanta.

Both these companies predominantely employ Goans.

Hats off to them for using their stay in the US to actually do something for 
Goa.

[Goanet] Our future meeting with Goa CM regarding tax sops

Jose Colaco a Portuguese citizen who does nothing for Goa except put it down
and still lives in the 1960s is trying to scuttle an
initiative that we are trying to bring in Goa. I am answering this just in case 
others
have similar issues.

If I wanted to suck up to the Goa CM, I could have taken a plum post with the 
current
Govenrment if I wanted to and made hundreds of crores like other politicians.

This initiative has not come from me. Savio Noronha, a Goan who returned from 
Germany
has started a small IT company in Margao. He is the one who approached me saying
that all of Goa govt's sops are directed towards big companies, and how hard it 
is
to make ends meet for someone who is on his own. I mean we are not working in
Bahamas for some big hospital, so jobbies who have no idea what it takes to run 
a business especially in India, should be the last people who raise such 
questions.

Savio also has other Goan IT entreprenuers with him. I decided to take it up.  
Suffice it to say,
that this sop --- if it all comes through, and that may not be easy --- will 
not benefit me unless I move to Goa.

As to my attack on Rajan Parrikar's credentials namely US citizenship, it is 
very open.
Btw Rajan attacked Oscar. Oscar himself has defended himself,
and so have others  Miguel Braganza gave a proper fitting answer to Rajan 
on behalf
of GBA, for instance.


I thought quite some time whether one should go to the Goa CM or not. 
For one, while everyone shouts from the rooftop that this govt. is corrupt, not 
one including NRGs are willing to nail the corrupt. So, unless they are willing 
to take the steps or
even help in the steps that I did initiate ( I spent lakhs of my own personal 
money to
bring to the market a spy cam for instance and just one person in Goa was 
interested
in it  in fact, some Goan stalwarts even told me that no businessman would 
be interested
in nailing the corrupt), whatever they are talking is nothing but
hot air. 

I am definitely not accountable to those who dont do anything for Goa, except 
try to disrupt
any good initiatives, least of all to those who have taken citizenships of 
other countries.

What has this Jose Colaco done other than just make money for himself sitting in
Bahamas and put down Goa ? Why is he putting down someone who is trying to
do something good ?

If at all, some jobs will be created in Goa due to this. Just talking negative 
when one
has no stakes is the most destructive attitude of these NRGs.

A Goan professional working in Persistent a top IT company in Pune told me on 
skype

One of the seniors at Herald, who routinely publishes my articles specifically 
told me

A Goan friend of mine who runs an IT company in Goa called me the other day. He 
needs
some software engineers with particular skill sets for a project he is getting 
from 
Europe. He is not finding a Goan.

I posted a notice on some Goan forums here in Bangalore where Goan software 
engineers
hang out. But given that the skill set is rare, one may or may not get a Goan. 
The project
is crucial and if he doesnt get people within a week, the project will be lost.

What should he do ? I suggested to him that a non-Goan, if he is willing to 
relocate to
Goa, is the best choice in the absence of getting a Goan.

This is the situation my friends and it happens time and again. One needs better
solutions than shouting from the rooftops that Goan identity is getting lost.
