1) The decision to remove Green and bring in Wieldwald goes down as one of the 
worst pieces of football management ever witnessed. Up there with selling 
Cantona. 

Selling Cantona may have been a good footballing decision (a) for us (b) at the 
time  -Wilko’s philosophy and all that, which had after all won us the title.
Selling him to Man U, though,  was a monumental disaster from our point of view.
We fixed their engine and gave them the state of the art satnav that their 
machine needed to find its way. If we had sold him abroad all of that would 
never have happened. At the same time we would probably have deprived football 
of one of its magical stories.
Cantona would never have done for Leeds what he did for them unless we changed 
100% 
from where we were at the time to suit Eric alone.  We were never going to do 
that so it would have been a dog in the manger move.  Let’s face it – every 
single one of us knew that from the first moment that you heard of his transfer 
to Old Trafford. Stories of magic are a right bastard when it’s your porridge 
that somebody else is eating - with obvious relish.

Green was a pillock for demanding a guaranteed first team place. Maybe he has 
been hurt in the past but in football you have to believe that you are good 
enough to win your place week in week out and not by means of simply a 
contract. With a guaranteed place Green might also have turned into a disaster. 
when things are this bad everything else looks like a better alternative.

Forgive me. Not in a good place right now but I’m sure things are still better 
than they were a few years ago. We have something like a football club again – 
even when that club is getting it wrong at the moment.

That is pretty much as should be expected IMHO. 
Cellino got a raw deal from GFH-C (at the time I suggested that he was 
something of a victim or patsy- his own fault though).  In hindsight Cellino 
got us out of the clutches of GFH and didn’t do too much additional damage to 
the club so was “less bad” than those who went before. There were of course 
other “downsides” to having Cellino owning the club but at least he appears to 
have passed us on to something approaching “more normal” and that we have the 
hope of following a regular club again. The best place we have been for years, 
though there remain some potential issues not least of which is Elland Road..

Yes it is astonishing. I think that is because the Jannson rhetoric does 
not meet the reality when it is put under scrutiny. I don't think it is 
the "big" games so much as the games when things are going against us. 
No doubt somebody is doing an analysis to see what the facts really are 
on this one.

It took him several seasons to recover his confidence. Revie played him 
because he was expected to be good enough for international football but it 
was unfortunately a case of being dropped in too deep just a little bit too 
soon.

Surely it is the European Union concept itself which best promotes regions 
as autonomous/semi-autonomous statelets within the greater Euro state ?

Isn't that the point ?
The more centralised we become as "Europe" the less that the current nation 
states have any relevance and the more things come down to self-identifying 
regions (Cantonisation ?).

  Notwithstanding the FA Cup Exit, the form slide and lower attendances, 
the ownership questions and the half released accounts for 14-15 sometimes its 
good to focus away from Leeds United and on to football in general. The Chair 
does that with a plea around the recent Government Expert Working Group on 
Football Supporter Ownership and Engagement.

  A month has passed since the Government's Expert Working Group on 
football supporter ownership and engagement report was published. In that month 
the Supporters Direct movement, which the Trust is part of, have had time to 
discuss the recommendations and prepare for the next steps in ensuring those 
recommendations are followed through. Those next steps are the work of all of 
us interested in supporter ownership in football, whilst the commitments in the 
report are a start some further movement is needed to improve football in 
England and Wales.

  The first task now is to make sure the recommendations are fully and 
effectively implemented. All football supporters should read the report 
(available free via GOV.UK) but the highlights of what was agreed and is to 
already be implemented are:

  * The first structured dialogue process for all clubs.

  * From season 16/17 all clubs playing inthe Premier League, Championship, 
FL1 and FL2 must 1) meet with a Supporters Trust as part of a representative 
group of supporters at least twice a year to discuss issues. 2) Ensure they put 
forward to those meetings suitable senior representatives of the club, such as 
owners, directors, senior executives. 3) Share a minimum level of information 
at the meetings, likely to include ongoing financial health, business plan, 
strategic ambitions etc.

  * At national level the football authorities commit to meet with any 
supporters groups who express concerns over the governance standards of the way 
their club is run.

  *On supporter ownership and resourses a new fund will be created for 
Supporters Trusts to apply for professional fees to help prepare a bid to won 
the club where either the club is in crises or an owner has indicated an intent 
to seek buyers.

  *Some changes in the Football League to the insolvency rules which 
encourage supporter ownership which include from next season that if a FL club 
is in administration the administrator must meet with the supporters Trust 
within 21 days of their appointment and provide it with an opportunity to bid 
for the club.

  *Recommendations for rate relief, gift aid and corporation tax incentives 
which would benefit suppoter owned clubs only (as recognition for their 
community focused basis).

  The process and task of ensuring that non of these commitments fall by 
the wayside has already begun.

  The Supporters Direct movement didn't get everything we wanted or needed 
but a good start was made. Does any of this improve matters at Elland Road for 
us all? Well not yet, but by the time we get to the summer the first signs of a 
more productive relationship between the club (regardless of who owns it) and 
the support should be clear to see. You can ensure it does by being part of the 
Trust movement.

The admin rules since Summer 2015 - (Applies to any event which provides 
protection from creditors).


Insolvency

Clubs have approved changes to the League’s Insolvency Policy - under which 
it manages any club that suffers an insolvency event - with the aim of 
strengthening a number of its key principles, while maintaining a ‘rescue 
culture’ that gives clubs the opportunity to restructure their financial 
affairs and continue in league football.


Going forward, any club that goes into Administration will suffer an 
immediate 12 point Sporting Sanction, an increase on the current 10 point 
penalty.


Once appointed, the Administrator will be required to market the club for at 
least 21 days during which time he/she will be required to meet with the 
club's supporters’ trust and provide it with the opportunity to bid for the 
club.


The League has removed the requirement for the purchaser to achieve a 
Company Voluntary Arrangement (CVA) meaning that it will transfer the club's 
share in The Football League to the Administrator's preferred bidder subject 
to their compliance with the League's other requirements.


It is anticipated that this will reduce the insolvency period and the 
associated professional costs, as well as providing greater certainty that 
the club will continue, thereby delivering a greater return to creditors. 
It will also prevent the Administration process being controlled by the club’s 
previous owner who in some instances will be the only party able to achieve 
a CVA.  Again, it is expected that this will deliver a better return for 
creditors by increasing the number of potential purchasers.


On exit, the purchaser will be required to pay creditors a minimum of 35 
pence in the pound over 3 years (or 25 pence on transfer of share) or face a 
further 15 point deduction at the start of the season following the 
insolvency event.

Because the Kransortium sold to Bates when Redrow Norman was sat in a
solicitors office waiting to seal the deal. Why? Because Bates
promised to pay off their loans - and never did.


Whilst that is true, it is not the same as the Kransortium ripping off the 
club- which they never did.
As I know that you know, Bates conned them by telling them what they 
desperately needed to hear.
In the greater scheme of things, Krasner did the deal that had to be done by 
somebody, when he shed the club of the American Bondholders charge over the 
assets.
A little more humility would have delivered everything but as usual the fans 
capabilities were totally underestimated and dismissed.

Cellino might be pondering that tonight.
Well he won't, but he bloody well should be.

Bill Fotherby, Leeds managing director at the time, recalls Cantona's shock 
move to Old Trafford
Eric Cantona earned legendary status at Man Utd, winning four BPL titles in 
five seasons
Twenty three years ago, Eric Cantona left Leeds United, the defending 
champions, to join Manchester United. For a fee that was thought to be about 
£1 million, the Frenchman crossed the Pennines to inspire the team to the 
first of 13 Barclays Premier League titles under Sir Alex Ferguson, of which 
four were won in the first five years that Cantona was at Old Trafford.
The man who made the phone call that resulted in Cantona joining Manchester 
United insists he would do exactly the same again. Leeds managing director 
Bill Fotherby rang Man Utd chairman Martin Edwards enquiring about buying 
full-back Denis Irwin but ended up selling Cantona to Old Trafford instead. 
What is less well known is that Fotherby never bothered contacting Leeds' 
manager of the time, Howard Wilkinson, about Edwards' request.
While Cantona went on to secure legendary status among Man Utd fans, Leeds 
never again reached the heights of the 1991/92 season.
Indeed, a 4-0 defeat by the Red Devils at Elland Road in September 1996, in 
which Cantona scored a last-minute goal, marked the end of Wilkinson's time 
at the club. But Fotherby has no regrets. Speaking on the 20th anniversary 
of Cantona's move to Old Trafford in 2012, he recalled the episode clearly.

"Although we won the title, there was just no connection between them"

"We had got Eric on a recommendation from Michel Platini, who told Howard 
Wilkinson he could be very difficult to handle but had the potential to be a 
great player," Fotherby told PA Sport. "At the time, we didn't have any 
money. People thought we had won the pools but we were actually potless.
"Because of that when we met his advisors to put together a deal we agreed 
to pay Eric something like £500,000 if we kept him after an initial period 
of a few months.
"It was an immense amount of money for Leeds - not money we had at any 
rate - but we agreed to it because we had this recommendation from Platini 
and we judged the most important thing was to get the player and deal with 
the rest afterwards."

But there were difficulties almost immediately. "Apart from Lee Chapman, no 
one in the squad spoke fluent French and for Howard it was a bit of a 
nightmare," Fotherby said. "Although we won the title, there was just no 
connection between them.

"Howard told me to find Eric another club"

"We had a disaster against Rangers in the European Cup and were coming up to 
the point where this additional £500,000 had to be paid. Howard told me to 
find Eric another club."
Fotherby had not acted on the request when full-back Mel Sterland got 
injured. "I rang United about Denis Irwin, who had been at Leeds as a young 
boy," said Fotherby.  "Martin Edwards said there was no chance but I asked 
him to at least speak to [manager] Alex [Ferguson].

"Normally, I wouldn't have expected him to ring back. This time he did, 
offering me a different player I knew Howard would not be interested in. It 
was then he asked about Eric. I said absolutely no way and that it was 
impossible. But obviously I knew what Howard felt about him, and I knew this 
additional payment was due.
"As I had done before, Martin asked if I would talk to Howard. On that 
particular day Howard was out house-hunting in Leeds, so the only person I 
actually spoke to was [coach] Mick Hennigan. I just said, 'I can't believe 
it. Guess what has come right out of the blue. Howard will absolutely love 
it.'
"I left it a couple of hours, rang Martin back and said, 'I can't believe 
this but Howard is willing to let the boy go'."

And so the deal was rushed through.
"Our fans were bothered," said Fotherby. "They were really bothered. But I 
would do exactly the same again.


Cantona played a key role as Leeds won the First Division title in 1991/92
"Eric was absolutely magnificent for them but it is not all one way, we got 
something similar when Gordon Strachan came to us and took us from Division 
Two to champions. Before that, Johnny Giles came from Manchester United and 
look what he did for Leeds. It happens.

"Eric liked to play to the crowd - that wasn't Howard's way at all"

"Sometimes people just move to a certain club at a certain time and become 
something they would never have been anywhere else. The fact it was 
Manchester United gave it an edge I suppose but they were the ones who made 
the offer for a player our manager did not want.

What has happened to LUST?  Are they out of the picture now?


LFU is the vehicle which has been set up to facilitate share ownership in 
the club with the CBS being the portion for the fans to make contributions 
to the project.

These are single purpose bodies in terms of current objectives.
As it differs significantly from the Supporters Direct share ownership 
models it is not being run by the Trust.


The Trust continues as previously but is not in charge of LFU or the CBS

Live Football on Thursday 2nd JULY  


Yes, you read this right: All of us will be going to a football game on the 
opening day. 

Since the UEFA Europa League draw last Monday, we now know for sure that on the 
opening day GLENTORAN FC from Belfast will take on MSK Zilnia in a first round 
Europa League qualification cup game at The Oval (Parkgate Drive, Belfast BT4 
1EW). So we decided to prostpone the official opening at Stranmillis to 
22.00hrs to give everybody the opportunity to watch the game in the stadium, 
which will be fun with all the other participants. 

 

SHUTTLE FOR THE PEOPLE ARRIVING FROM THE PRE-EVENT AT DUBLIN: 
One of the busses from dublin will leave Dalymount Park at 16.15, allowing 
people who want to check in at their hotel (quickly!) to do so before the game.
It will stop at the Holiday Inn (also next to most of the other hotels) and 
Stranmillis College. It will then at 19.00hrs leave for the game and taking us 
back to Stranmillis after the game. The other bus will go at 16.45 straight to 
the game and back afterwards.

 

SHUTTLE FOR THE PEOPLE ARRIVING IN BELFAST: 
Shuttle busses will be provided to the game and back as well, leaving 19.00 at 
Stranmillis.

More infos on tickets will be available on Thursday in Dublin and in front of 
the ground in Belfast!

As there is a (guarded) security gate at the entrance to Stranmillis University 
College (Stranmillis Rd, Belfast BT9 5DY) premises, please make sure that you 
indicate being a participant of the European Football Fans Congress everytime 
you need to get on site. We will provide signage from the entrance of 
Stranmillis College to the Refectory Building for all people coming on foot. If 
you come by cab, tell the guard the same and that he should direct the cab 
driver to the Refectory Building.

By the way: The best way to go to Stranmillis by bus is to take the bus 8A 
(final destination: Erinvale Avenue -via Stanmillis) It will cost you 2 pounds 
(single ticket). The bus stop where you will need to get out is called: 
Stranmillis College (Stranmillis Road)





Food


For the ones, who will be staying at Stranmillis, there will be breakfast 
provided in the Cafeteria from 8.30hrs - 10.00hrs each day (Friday - Sunday). 
You will be provided with free lunch on Thursday in Dalymount Park / Dublin, 
Friday in Seaview and Saturday and

Sunday in Stranmillis. But please note that FSE won’t be able to pay for dinner 
each day for all #EFFC participants this year.  But FSE members can buy

Despite his indefatigable globetrotting as FIFA president, Sepp Blatter 
has avoided setting foot in the United States for fear of being caught up 
in an FBI investigation into the organisation he has run for 17 years.


That is the remarkable claim of an ESPN documentary aired in the US this 
week - just over a fortnight before Blatter hopes to be re-elected for a 
fifth term of office.


The programme alleged that Blatter has been reluctant for the best part of 
four years to travel to the US because of an FBI probe into the bidding 
process that led to the award of the 2018 and 2022 World Cups to Russia 
and Qatar respectively.


Although FIFA earlier this year effectively closed the case on the bid 
process after conducting their own inquiry and ruling that there was no 
evidence of any wrongdoing by Qatar or Russia, Michael Garcia's report has 
still not been published even in redacted form and won't be until ethics 
investigations into a number of individuals, including FIFA vice-president 
Angel Maria Villar Llona, have been completed.


Blatter is red hot favourite to retain his crown at the ballot on May 29. 
He has always distanced himself from any corruption allegations and while 
there has never been any firm evidence against him, he could do without 
the latest allegations just when he is endeavouring to accentuate the 
positive and persuade the majority of FIFA's 209 federations to re-elect 
him.


According to ESPN, Blatter seems not to have entered the US since 2011. US 
federal agents and prosecutors are reported to be continuing their 
inquiries into possible corruption.


A FIFA statement categorically denied there was any deliberate intention 
to stay out of the country.


The information from ESPN that the FIFA president is avoiding travels to 
the USA because of any alleged FBI requests is absolutely untrue. FIFA has 
never received any request from the American law enforcement, said a 
statement carried by Britain's Guardian newspaper.


The FBI has had at least one informant working in FIFA's highest circles. 
Many believe there are others.


Former CONCACAF general secretary Chuck Blazer, the once larger-than-life 
FIFA powerbroker, was named last year as the main informant in an FBI 
investigation reportedly into money laundering and fraud in football.? He 
is currently seriously ill in a New York area hospital unable to 
communicate with the outside world.



The information supplied by Blazer about shadowy deal-making was said, in 
a wide-ranging article in the New York Daily News, to implicate a number 
of senior football officials within the FIFA hierarchy, with most 
attention apparently focussed on former CONCACAF president Jack Warner and 
tax evasion allegations.


Blazer has not been involved in football since May 2013 when he was banned 
by FIFA from taking part in any kind of football-related activity at 
national and international level.


Blatter's alleged avoidance of travelling to the US coincides with the 
time period during which Blazer became a cooperating FBI witness after 
himself being threatened with charges of unpaid tax on as much as $29 
million of income, most of it received while working at CONCACAF.

A campaign set up to allow fans of all clubs to tell our politicians we will be 
voting for football on May 7th - meaning we will vote for the candidates and 
parties that will support legislation to reform football. 

We want to know who will commit to reform before we commit to vote 

Who backs it?
The FSF - and a growing army of club based fan groups across football - see

What's the problem?
Quite simply we want our clubs to be protected and fans to be consulted. 

  1.. Club protection: Protect clubs from exploitative, clueless or reckless 
owners we've seen in the past at too many clubs. Leeds United, Portsmouth, 
Hereford United, Manchester United, Liverpool, Mansfield Town, York City, 
Wrexham... the list goes on.
  2.. Fan engagement: Enshrine the rights of supporters to be consulted and 
respected - not ignored and exploited
What's the solution?
We have outline proposals for Football Governance Legislation and we simply 
want to get candidates (and MPs/parties, post-election) to commit to supporting 
legislation which will kick off the internal reform process in football. 

Can this really make a difference?
Yes... politicians are listening like never before. This is what they've said

Four More Years 
Today’s our fourth birthday and, by 
coincidence, the publication date of Issue Sixteen (go download it now). When 
we started back in the heady days of the spring of 2011, we had no idea when 
flicking the switch and releasing the digital edition of Issue Zero into the 
ether what lay in store. Would we survive longer than the dozen editions of our 
namesake, the late-Victorian newspaper set up in 1893 by the eccentric 
Wearsider Mr Sidney Duncan?

Little more than a week after we launched, the 
Tōhoku earthquake and resulting tsunami wrought devastation along Japan's 
eastern coast, killing more than 15,000 people and sparking the Fukushima 
nuclear disaster. It seems somehow fitting that as we approach the fourth 
anniversary of those events, one of the articles in Issue Sixteen, by Felix 
Lill and Javier Sauras, looks at how football is playing its part in rebuilding 
the lives and shattered communities of Fukushima prefecture. 

Also in the upcoming issue you will find 
features on the untimely demise of Hereford United, as well as Sachin Tendulkar 
discussing his interest in football and reasons behind investing in the Indian 
Super League. There's Jonathan Wilson's report from the Cup of Nations, and

2015 next summer in the vibrant and inspirational capital city of Belfast / 
Northern Ireland. So: Start to plan your trip to Belfast enjoy the famous 
friendly Northern Irish welcome - and of course beer, whiskey -  and lots of 
football tradition!
Include the EFFC 2015 as part of your holiday and experience more of what 
the Emerald Isle has to offer. Our hosts, the Amalgamation of Northern 
Ireland Supporters Clubs (AONISC) and the Irish Football Association (IFA) 
are looking forward to show their hospitality in Belfast.
To make this trip a really special one for those travelling via Dublin, the 
Irish Supporters Network (ISN) and the Bohemians Supporters Trust in the 
Republic of Ireland will organize an 'pre-EFFC get together' in Dublin on 
Thursday 2 JULY 2015. Later on we will have a joint AWAY bus trip with 
rented busses to Belfast, Northern Ireland.
The European Football Fans Congress (#EFFC) will once again be free of 
charge and open to all supporters whether they are ultras, members of 
official fan clubs, fan initiatives or representatives of national fans 
organisations or just individual, non-organised supporters. The venues are 
also accessible for wheelchair users amongst participants.
Likewise, we are happy to welcome fan project workers, Supporter Liaison 
Officers and other football representatives, fan researchers, fan lawyers 
and politicians who care about supporters and are interested in an open and 
honest dialogue about the game we love.
With the input from our members and the EFFC organizing team, we´re going to 
put a EFFC programme together, that should allow exchange on many common 
issues for fans all across Europe and beyond. We want to meet and learn from 
each other about shared problems and solutions for us as active supporters 
in modern football..
In this spirit: we are looking forward to seeing you at Belfast in Northern 
Ireland from 2 - 5 July 2015!  Please register for the #EFFC until 20 June

I don't have any sort of precise inside info but I have had
discussions with the FL etc and various other parties and so on over the
last few years. I also have second-hand lines of similar communications at
FSF level..

The problem is that Cellino has other cases in the pipeline which appear to
be so similar that he will get the same verdict and therefore again become
ineligible. Also, after the Bates no-show at the DCMS select Committee
hearing when (essentially) the PL were put on the spot (forcing Bates to
admit to ownership) a new working arrangement between the PL  FL was put
into place. There is every indication that this arrangement has recently
been strengthened and tightened in the anticipation of bigger solidarity
payments arising from the new TV deal negotiations.  The issue here is that
the PL have the funding to pay international consultants to research
prospective club owners and that they began to share these resources and
these findings with the FL.  I fully expect that the PL had a fairly full
dossier on Cellino before he ever turned up at Leeds and nobody knows what
is in there.

I think that we were intended to have gone into administration at the hands
of GFH if Cellino had not won his arguments the first time around. It is
certain that meetings were held with appropriate firms to discuss the
possibilities. That may also be why TL provided the FL with funding
information as this undermined the possibility of GFH being able to get
away with a Bates style pre-pack deal.

I would personally think that the fact that TL are still around in the form
of what is known as Farnan-Verity and the fact that F-V are known to the
FL reduces the possibility of, and benefits of, putting the club into
administration.

If Cellino is able to control himself - especially whilst under the 
influence -

then he can ride out this current ban by keeping a zero profile.
I doubt that he will be able to do that.

That's really why I think he will need to sell the club but not a fire sale.
It isn't impossible for somebody to continue under a ban, but I suspect that
it might be impossible for Cellino.

Yes GFH knew all this and their plan was to get Cellino to fund the club to 
the tune of millions and then for him to fail to get FL approval to be a 
club owner. The club then reverted back to GFH and probably be put into 
administration with an attempt at a pre-pack. Together Leeds (as was) 
provided the FL with sufficient proof of funding (as willing buyers) to make 
a pre-pack admin under GFH untenable and much to the surprise of GFH, 
Cellino won the first hearing.
The FL cannot prevent people from buying and selling shares to each other. 
They can however refuse to allow a club to play in the FL if an owner fails 
their tests.

A future ?
My guess would be no, and there is good reason to expect that the football 
authorities have had a thick file on Cellino for quite some time (before he 
arrived in Leeds).

I have been asked to publicise the following:

 I am acting for Gordon Hill aka the Wealdstone Raider (all done within our 
football club!) and we are desperately trying to get his single to take on Mr 
Cowell and all-comers for the Christmas number 1.  In just 48 hours we have 
done brilliantly and got him to no.3 on iTunes and climbing the UK top 40. 

’Got No Fans’ at 79p on iTunes was deliberately targeted as a dance anthem for 
the clubs but has gained huge popularity also on the terraces. 

We are doing this for Great Ormond Street Hospital, Autism Concern and 
Wealdstone FC Youth, all registered charities. BUT we are also doing this for 
football fans up and down the country. The Wealdstone Raider has been really 
well received by literally hundreds of thousands of people and his popularity 
is in the ascendency because he is just your average football fan who happened 
to go viral on YouTube and there is genuinely a lot of love out there for the 
wee fella. 

Even the video of Barnsley fans singing their version of it at Walsall last 
Saturday is going viral! 

The big BUT is this, 10,000 more sales WILL put us in the UK top 5 and from 
there, then it’s anybody's guess. We are both on TalkSport this Friday morning 
at 11.30 on Colin Murray's show giving it a big plug. 

Please, please, please get all supporters to buy into this and then forward it 
onto any of your counterparts and rival clubs on pro boards and forums to copy 
and paste this to help us achieve this. 

The power of social media CAN win the game and show that the average football 
fan really can make the difference.  If all of us can get this to number one, 
then think of other great causes that could be achieved if we football fans all 
got together as one?

Blackburn, Leeds and Nottingham Forest handed transfer embargoes
Blackburn, Leeds and Nottingham Forest have been given transfer embargoes for 
the rest of the season for breaching Financial Fair Play rules. 

The Championship trio have been handed the bans for not meeting the Football 
League's Fair Play Requirement. 

Under existing rules, clubs were permitted to lose no more than £3m a season, 
with a maximum of £5m of shareholder investment in 2013-14. 

The clubs will have the opportunity to have the embargoes lifted in June. 

To do so, they will need to prove they have stayed within an operating loss of 
no more than £3m, with a maximum of £3m of shareholder investment for the 
2014-15 season. 

Blackburn managing director Derek Shaw said: Whilst the ruling will clearly 
present some difficulties, we will of course respect the rules of the Football 
League.

  Head coach Neil Redfearn said after Saturday's defeat by Fulham that the 
team needs more players with Championship experience and by my reckoning they 
should still be able to make four signings. The timing of the embargo coincides 
with owner Massimo Cellino submitting his appeal against his disqualification 
but with three big games between now and January and the team just five points 
above the relegation zone, Redfearn knows he cannot afford to allow this to 
interfere with the players' concentration.
 

A lot of effort and hard work has been done to reduce player costs over the 
last two years, but we have wanted to rebuild and challenge in this division at 
the same time, and we will continue to do that. 

Forest manager Stuart Pearce, speaking prior to confirmation that the club 
would be placed under an embargo, said: We are acutely aware of what direction 
we will go if we are under an embargo. If you cannot go out and buy a player in 
the transfer market that is always a little bit hurtful. 

But the flip side is that if you have to be cute in the transfer market and 
get Bosmans and free transfers. We feel we have the scouting network that can 
cope with that. 

As a football supporter I would not want my club to go bust because of 
financial overspending, so if the League are putting plans in place to 
safeguard then long-term future of football clubs then fine; I have no problem 
with that at all. 

The clubs will still be allowed to sign players in January if they have 24 or 
fewer players over the age of 21 who have made at least five starting 
appearances for the club in total. 

Any of these signings must not cost the club a transfer fee and must cost less 
than £600,000 a year. 

  Existing Championship FFP rules  
  2014-15: Losses of no more than £3m, up to £6m with owner investment
 
  2015-16: Losses of no more than £2m, up to £13m with owner investment
 

Clubs with 24 or more players fitting the criteria will be allowed to trade 
players on a 'one out, one in' basis. 

In addition: 

  a.. Clubs under an FFP embargo will be permitted to sign a goalkeeper on an 
emergency basis, in line with existing regulations. 
  a.. Clubs under an FFP embargo will not be permitted to pay transfer fees or 
compensation fees for professional players. 
  a.. Clubs under an FFP embargo will not be permitted to pay a loan fee to 
another club, they may only pay the player's wage, or a contribution towards 
it. 
  a.. For incoming players, clubs can only pay agents' fees as a benefit in 
kind to the player in question, as long as they do not exceed the £600,000 
employee costs limit. 
In November, Championship clubs agreed to a new set of FFP guidelines to come 
into effect from the start of the 2016-17 campaign which will allow clubs to 
lose up to £15m across a period of three seasons without having to detail how 
that loss will be funded. 



The Guardian

Leeds United, Blackburn Rovers and Nottingham Forest will all have a transfer 
ban for the January window after breaching the Football League's financial fair 
play (FFP) rules.

The League announced that the three clubs all incurred financial losses more 
than the £8m permitted during last season.

Submissions from QPR, Leicester and Burnley - who were all promoted to the 
Premier League - plus the three clubs relegated last season will now be 
considered by the Football League.

A statement said: An initial analysis of FFP submissions from the current 24 
Championship clubs has indicated that three clubs - Blackburn Rovers, Leeds 
United and Nottingham Forest - have failed to meet the fair play requirement 
under the division's FFP rules.

Consequently, all three will be subject to an 'FFP embargo' under Football 
League regulations from January 1, 2015 for the remainder of the current 
campaign.

Under the transfer embargoes, the three clubs will be prohibited from signing 
any new players - either on a permanent or loan deal - unless they have 24 or 
fewer established

Welcome again to the FSE network!

become an active member of Football Supporters Europe (FSE).  Football 
Supporters Europe (FSE) is a mostly volunteer-driven network of grassroots

CHOREO AND FAN ARRANGEMENTS WORKING GROUP
The aim of this temporary working group is on one hand to learn and to gain 
more insight into proceedings and decisions in this area and best practice in 
football internationally, but naturally ultimately also to improve conditions 
for match-going fans where needed in the future. This email discussion group 
was originally established to discuss choreo and fan arrangements at the UEFA 
Club Competition Finals. The FSE representatives active in this group meanwhile 
had two high-profile meetings with UEFA on the matter and were present as fan 
experts at pre-match stadium visits for the Europa  Champions League Finals. 
If you want to be involved in this group, it would be beneficial to have 
experience in the organisation of tifos/choreographies and fan arrangements 
around matches at national or international level. 

RESPECT FANS! (#respectfans)
As a protest reaction to the mass punishments logic of UEFA which punishes all 
fans, but particularly innocent away fans for the racist actions of a minority 
of supporters (that we all don't want in the stadium either), FSE members from 
the supporters group Club Nr12 from Bayern Munich, launched a protest 
initiative called RESPECT FANS. It calls for UEFA to respect the rights and 
needs of genuine fans rather than putting them into one box with racist 
perpetrators by punishing them in the same way with measures such as matches 
behind closed doors. Club Nr. 12 calls for all fans to put up the banner in 
their fan section at European matches and connect it with other actions! 

Fans from Manchester City have already joined the action and underlined it by 
collectively turning their back on the Champions League hymn. Do you play in

FSE FANS GUIDE APP (#fansguideapp)
FSE has developed a Fans Guide smartphone application which is filled by fans, 
for fans. The FSE Fans Guide App is a project which is entirely independent, 
non-for-profit, most info is available offline (to save roaming costs) and is 
entirely subjective. More than 180 clubs from across Europe are already in the 
FSE Fans Guide App and we depend on our members and football fans beyond that 
to send us their tips and recommendations for their clubs, cities and stadia!  
So, to be active here is quite easy for you:

1.   Download the FSE Fans Guide App from the app stores for your 
smartphone (available for Android and iphone), 

2.   If your club and city are still missing or if they need to be updated, 
submit your feedback through the app

Dr Sandra Lepore holds the cards, whoever she is and wherever she is. The rest 
is hot air until she dictates whether Massimo Cellino and the Football League 
are going back to court.


If Lepore concludes that Cellino's failure to pay import duty on a private 
yacht was an oversight, a misunderstanding or a genuine mistake then the 
Football League will leave him be. Or at any rate back off until another court 
case gives it cause to surround him again. He should know by now that nothing 
he does will slip below the governing body's radar.

Were Cellino ever to forget that, Shaun Harvey's comments in Manchester on 
Tuesday are in black-and-white for him to read. There were two ways of looking 
at the chief executive of the Football League hypothesising about a situation 
in which Leeds United's majority shareholder is barred from owning the club - 
his organisation's view, which is that Harvey was simply repeating 
well-established facts, and the view of the club who saw his remarks as 
disruptive - but it served a purpose: reminding Cellino and everyone else 
that analysis of Lepore's pending judgement is high on the Football League's 
'to do' list.

The League hasn't let it slip, as if the League ever would, but the delay in 
releasing a written verdict on Cellino's conviction for tax evasion caused 
others to forget; to forget that the League tried and failed to use the case to 
block his takeover and to forget that Cellino's successful appeal relied on a 
judgement which hasn't appeared and could undermine him yet. 

He's been five months in the job at Elland Road and the club has changed beyond 
recognition. In countless respects, there is no going back.

They say that Cellino rarely speaks about Lepore's absent judgement (expected 
in June but still not published). He has ideas about what he will do if the 
Sardinian judge classes his offence as dishonest and the Football League bars 
him from owning United but the club don't intend to cross that bridge until 
they have to. Nor will Cellino roll over and die. His legal team were in 
contact with the Football League after Harvey aired his thoughts and Leeds 
believe the governing body will stray into uncharted territory by trying to 
enforce a sale of the Italian's shares.

You get a picture of Cellino and Harvey as sworn enemies but the reality is 
rather different. The two men have been in regular contact since Cellino bought 
Leeds in April. Harvey spoke on the club's behalf during their recent court 
case against West Yorkshire Police and, as United's former chief executive, he 
has answered questions from Cellino about the proposed repurchase of Elland 
Road. As recently as last month he attended at a meeting between Cellino and 
Ken Bates at which Cellino began resolving the legal dispute stemming from 
Bates' sacking as club president. All of this occurred with the approval of the 
Football League.

Harvey and his board will say that the case against Cellino - assuming Lepore 
gives them one - isn't personal; that rules are rules. But its rules on owners 
and directors were weakened by Cellino's appeal against the first attempt to 
block his takeover. That legal challenge proved that the Owners and Directors 
Test is flimsy and inconsistent - open to interpretation and vulnerable to the 
technicalities of foreign legal systems. It is probably true that a UK 
conviction for tax evasion would have wrecked Cellino's buy-out but English 
football is flooded with owners from abroad. Even if the Football League 
believes in its principles, the regulations are not without grey areas. They 
also failed to prevent the shambles Cellino inherited at Leeds.

The spirit of the Owners and Directors Test is not in dispute. There is tacit 
agreement across the game that leaving clubs in the hands of unscrupulous 
individuals is a bad idea. Criminal convictions point to a lack of scruples and 
as such, seem as good a way as any of weeding the chancers out. But not every 
chancer has a court record or a prison number. Gulf Finance House had neither.

It is easy to be clever after the event but it would be fascinating to read the 
business plan which GFH submitted to the Football League before it bought Leeds 
in 2012 - specifically the section in which the bank detailed its plan to load 
the club with debt and sell it on for a profit within months. That was GFH's 
strategy, whatever story it spun to the League. So when the League talks about 
safeguarding clubs, its focus on Elland Road is coming one takeover too late.

And when it comes to it, instructing Cellino to sell up and clear off would be 
a difficult order to enforce. Carson Yeung was jailed in March but he still has 
shares in Birmingham City. City remain in the hands of the company Yeung used 
to buy them in the first place. If Cellino is told to sell, who does he sell 
to? Is the Football League aware of prospective buyers

This is the second season that the Away Fans Feedback Project, run by the 
Football Supporters' Federation, will measure the experience of the away fan. 
We will assemble the thoughts and experiences of fans in the Premier League, 
Championship, League One, League Two, Conference, Conference North/South and 
League of Wales throughout the season.

We hope that you will return to complete this survey for future matches, and 
appreciate any help in spreading the word about this project. The more of you 
that can share this survey on messageboards, Facebook and Twitter the better.

All the answers to the following questions regarding your matchday experience 
should be with reference to a specific match that you have attended in the 
2014/15 season, identified in Question 5, unless stated.

The ultimate aim is to improve the away fans' experience and encourage more 
fans to travel to watch their team. From this project we will discuss with 
clubs and the authorities, in an academic fashion, what keeps fans committed to 
travelling and to the sacrifices they make, what they look for as a travelling 
fan, their likes, dislikes, and why they feel valued or otherwise.

The survey should take no more than a couple of minutes to complete. All 
answers are given anonymously, and no personal or identifying data will be 
passed on to third parties. Ever.

European Football Fans Congress due to kick-off at the World Cup 2014 . in 
Italy 
Football fans from more than 35 countries are coming together from 3 to 6 July 
in Bosco Albergati (near Bologna) in Italy. In various workshops, they are 
going talk about problems fans have to put up with but also about potential or 
existing solutions. The event is organised by the European fans network 
Football Supporters Europe (FSE) and takes place in a different country every 
year. This time, the Fans Congress is organised jointly with UISP and the 
TifoMagazine in the context of the world's biggest anti-racist football 
festival, the Mondiali Antirazzisti which will again see thousands of 
participants from all over the world.

Daniela Wurbs, FSE Spokesperson: Dialogue with and international networking of 
football supporter are an important means to avoid conflict and strenghten the 
voice of supporters in the game. This 7th European Football Fans Congress 
should show that many fans in Europe work together in solidarity for the common 
cause. But it should also send a signal to the football institutions that we 
see many problems as fans in football and we want to be heard - even the most 
difficult preconditions. We want that people speak with us, rather than just 
about us. 

William Gaillard, Senior Advisor of UEFA Präsident Michel Platini supports this 
view: Supporters are the lifeblood of football and UEFA have kept up a 
fruitful dialogue on all sorts of issues relevant to football supporters 
through FSE. FSE with its members is a great asset to football for they afford 
a unique and meaningful way for the voice, opinions, complaints and suggestions 
coming from supporters to reach the decision makers in the administration of 
the beautiful game.

An additional thought-provoking contribution outside the box will be made by 
Abdes Ouaddou in the context on a panel on the hot topic of international sport 
mega events and human rights. The French footballer will speak at the European 
Fans Congress about his experiences with the Kafala-System in Qatar, on the 
basis of which he was kept in the country by his club.

Apart from that, author and blogger on Italian fan culture, Kai Tippmann, and 
James M. Dorsey, the internationally most well-known expert on football and fan 
culture in the Middle East will be present. Together with supporters from 
Turkey, Ukraine and Spain, he'll talk about the role of football fans in recent 
social protest movements. 

Alongside hundreds of registered participants from all over Europe, supporters 
from all over the world can follow the event also on the internet. The media 
team of the fans congress will constantly provide updates of discussions and 
results of the event and discussions via Twitter @FansEurope and the Hashtag 
#EFFC as well as on Facebook via facebook.com/FansEurope. Apart from that, the 
event will be documented on camera and published as a video summary after the 
event.

I think that I am correct in thinking/remembering that the paid-up shareholder 
members of the Trust vote the Trust Board members into office by way of a one 
member one vote election, 
and following that, the Board members select and elect their chair.

I'd guess that it would take a lot more than the mere freezing over of hell to 
get you to want the job back.

In June 2014 our NGO Karpaty ( www.gokarpaty.org ) will be holding 
the traditional international fans' tournament EUROFAN in Lviv (Ukraine) for 
the 8th consecutive year.

The dates: 5-8 June 2014. 
On 5 June teams arrive in Lviv and check in hotels, also press conference will 
be held on that day; 
the football tournament lasts three days, from 6 June till 8 June 2014. 


Our tournament is rather a non-competitive one. 

Professional or semi-professional players are not allowed. 

The official motto of the EUROFAN is: Football, Friends, Fun - enjoy EuroFan! 

Tournament rules: 11-a-side teams, 
32 teams will be divided into 8 qualifying groups with top two teams from each 
group 
progressing to the playoff stage; 
matches played in qualifying groups will have duration of 40 minutes (2 halves, 
20 minutes each), 
matches played in 1/8 and 1/4 of playoffs will have duration of 50 minutes (2 
halves, 25 minutes each), 
matches played in semifinals and final will have duration of 60 minutes (2 
halves, 30 minutes each). 

Number of substitutes is not limited. 

Before every game we play national or clubs' anthems, during games we arrange 
live comments and music (speakers are placed around the ground, DJ and 
commentators work with microphones). 
Also we ask each participating team to send us in advance an entry fee in the 
amount of USD 200 (or EUR 150) as a guarantee of participation. 


Regarding accommodation: 
Depending on a hotel, its class, location and conditions, we offer up to 50% of 
discount on stay for all members of your delegation (the number of persons is 
not limited). 
Normally cost of one night per one person in a good hotel is about 40-60 EUR. 
So you pay about 20 EUR from one person per night. 
During the tournament all invited teams will be accompanied by volunteers 
speaking in respective languages. 
They will meet teams in Lviv, help in finding hotels, checking-in and be 
helpful in different situations. 
During the tournament there will be an opening party and after the tournament 
we organize a finishing party with prizes and mementos for all tournament 
guests. 


The final list of participants will include 32 National and club fans' teams 
from all over Europe. 



We would like to invite fans' team of Leeds United A.F.C. to take part in the 
EUROFAN-2014 fan-festival/tournament.

  Firstly, it is important to stress that the vast majority of supporters 
attend football matches and go 
  home having neither been arrested nor having had any real contact with the 
police (or stewards) so 
  hopefully you'll never need the advice in this article but nonetheless it is 
important that supporters 
  are aware of their rights on arrest and know what to do in the event they 
wish to make complaint 
  about how they've been treated. 

  1. I've been arrested, help! 

  The more you co-operate with the police the easier you'll find the 
experience. The police don't like 
  smart arses and remember, they've got the keys to your cell so if you want to 
get out faster, don't 
  mess them around, be polite and don't swear at them. The absolute Golden Rule 
however is to say 
  yes to the offer of legal representation and never, ever admit to an offence 
you're not guilty of to 
  'get it over with' or 'so you can get home'. You are entitled to free legal 
advice at the police station 
  by a lawyer completely independent of the police. Even if you have to wait 
for this, wait. You may 
  think you've been wrongfully arrested and therefore don't need a solicitor. 
Wrong. You definitely 
  do. Do NOT accept a caution in the absence of legal advice. A caution isn't a 
slap on the wrists it 
  is an admission of guilt and will stay on your record. If you've been given a 
Fixed Penalty notice, do 
  not pay it before speaking to us. 

  2. I've been charged or bailed pending further enquiries, help! 

  Phone us immediately. We refer all supporters to an excellent solicitor who 
has dealt with many, 
  many fans for us with an overwhelming success rate. Her initial advice will 
be free of charge and if 
  she does represent you, charges will be kept as low as possible; it will be 
money well spent, trust 
  me. Do not let fear of high legal costs put you off contacting us. If you're 
entitled to legal aid, you'll 
  get it. Your mates may well offer well meaning advice but it is better that 
that advice comes from a 
  solicitor experienced in football related matters. 

  3. I've been served with a banning order application, help! 

  Fans tell us that when the police serve them with papers they'll say that 
there is no point in 
  contesting it, it will be too expensive and that the banning order will be 
made longer if they do.

  There isn't a straightforward answer to that question as every instance will 
be different and there 
  will be occasions when it is perfectly lawful for the police to dictate your 
movements. If you want to 
  challenge their actions, ask to speak to a senior officer and make your case 
(politely!) to be allowed 
  to move of your own free will. If they say no, ask them what powers they're 
acting under and keep a 
  note of their shoulder number as it may be possible to challenge their 
decision afterwards. 

  6. I'm not happy with the policing and/or stewarding today, what can I do 
next? 

  Get in touch with us and we can advise and support you through the complaints 
procedure and if 
  appropriate we will take the complaint up ourselves or refer you to legal 
advisers who can advise on 
  the merit of legal action if this is appropriate. Don't ignore how you've 
been treated it or shrug it off 
  as being part and parcel of being a fan. Sometimes, I feel that supporters 
are their own worst 
  enemies in that we have an expect and accept mentality. In turn, I accept

The former majority owner of Leeds United has revealed the net gain it made 
through the purchase of the Championship club and its subsequent sale of a 75 
per cent shareholding to new owner Massimo Cellino.

The annual report for Gulf Finance House reports a net gain of $6.46m (£3.8m) 
from the investment bank's time as majority owner.

Gulf Finance House, the parent company of GFH Capital, retains a 10 per cent 
stake in Leeds United and said the deal to sell a 75 per cent shareholding was 
at a price closer to its book value.

In accounts for the 2012 financial year, Gulf Finance House listed Leeds 
United's book value at $88.1m (£52m). Since then, GFH placed a majority stake 
in the hands of strategic investors and de-consolidated LUFC Holdings from its 
accounts so no longer included a value for the total asset.

Last month, GFH confirmed the sale of a 75 per cent stake in Leeds United had 
gone through and said the deal would have a positive impact on its financial 
position.

The transaction with Massimo Cellino's Eleonara Sport had completed after the 
Italian entrepreneur secured approval from the Football League.

In one of the first business moves since Cellino's takeover, it was announced 
yesterday (30 April) that season ticket prices are to be frozen for the 2014/15 
campaign at Elland Road.

We won the Fairs cup against them - the second time we won it and the last 
season of that competition.
We won on away goals. It was an unusual break of good luck for Leeds because we 
were doing well holding them to a 0-0 draw in the first game AWAY, but the 
match was abandoned in the second half because of torrential rain flooding the 
pitch. We felt vey hard done by. The match was replayed a couple of days later 
and we drew 2-2.
The second leg at E Rd was a 1-1- draw with the most expensive player in the 
world at that time in their lineup.

So we won the final on away goals. If we had managed the 0-0 draw in the first 
leg then we would have lost the cup on away goals. Lucky Leeds eh ?


We went on to play Barcelona at the Nou Camp to see who would get to keep the 
trophy permanently and 
lost 2-1 .

being naive here, but I too don't think the FA can scupper Cellino's ownership, 
no matter what happens in June in the Italian courts.


On a critical point this currently has nothing whatsoever to do with the FA.
The thinking on the wider subject is that perhaps it SHOULD be under the 
jurisdiction of the FA, and centralised, but also that it might need the 
support of legislation to provide the power for enforceability, and protection 
against legal challenges. There is a private members bill currently in the 
house which addresses the legislation issue amongst other things.
On the other point it has been specifically confirmed over the last couple of 
months that the D  O test is not a hurdle that you only have to clear once. It 
is in fact re-tested every summer (by means of self certification) and clubs 
are supposed to notify the FL of any event which changes the status of any 
person who needs to pass the test. So anyone can very definitely FAIL the test 
after having previously passed it. The question is what can the football 
authorities realistically do about it and how could they avoid obvious 
sidestepping of an owner who fails.

Another point that Leeds fans are unwilling to recognise (the FL hate us, don't 
they ?) is that what we have just experienced is the FL being forced to apply 
and uphold a rule which left to themselves they might have much preferred NOT 
to have to apply. The F  PP test was something forced upon football and they 
always said that it would be unworkable. It has been revised into the D  O 
test but it is the wrong tool for the job that is required.  
It needs a step back and the wider picture needs to be considered. What is 
needed is a toolbox to protect football specifically from certain types of 
harmful activity and not a tool which prevents somebody from owning a club when 
there is nothing in the laws of the land which would do so. After all, Italian 
Football has not kicked Cellino out so what is English football trying to do 
here ? 

If the law says that Cellino can be the owner of an English business then the 
law should be that he can own a Football club. It is what he can do with the 
club that needs to be controlled and if it was perhaps football clubs would be 
far less attractive to the wrong sort of owners.

In reality the FL were caught in a cleft stick which is, (don't doubt it), NOT 
of their own making. Blaming the FL for this situation is a little silly and 
you could just as easily blame the fans for pushing an unworkable rule onto the 
FL, for that is the truth.

The F  PP test was only ever the thin end of the wedge and a foot in the door. 
It is now time to review the whole picture and where it needs to go is towards 
a comprehensive football licensing system for all clubs.
