There's alot of noise around this exploit now.
The general gist is.
Editing usercmd viewangles to invalid values and sending IN_ATTACK at the
same packet will crash the server.
Here is a SMAC log showing the invalid angles sent with IN_ATTACK before a
crash.

The popup HTML windows that many servers rely on to show !rules, !shop and
!otherfeatures have been running incredible slow.
The popup windows stay grey for a long period (20+ seconds) before the
content is displayed. Once the initial content is displayed, following links
and further browsing
