The tone-equalizer appears lower (earlier) than the filmic-rgb in the
active module tab listing listing, which appears to be incorrect if this
list is maintained in pipeline order. Is there a reason?

Two immediate possibilities come to mind. 1.) Is your white-balance
still in the pipeline? 2.) if you are using the 'presets' then
preserve-the-chrominance is automatically turned on and this does make
quite a difference in overall tone.
For myself, I find the output color acceptable.
