In my experience, you need to let the store play 'catch-up', e.g. you
set the limit to 10 days, and the oldest message is only 9 days old. If
you've got a message 11 days old in the folder, it won't get deleted.
At least, that was my 5.5 experience. Worth a try.

I believe it to be the 'msExchPoliciesIncluded' attribute.
I think a zero value means the check box is not selected, but you'll see
that when it is activated, it has the IDs of the policies included.
