This application can create a bootable usb stick using a bootable floppy

device attached to the usb controller.
the image also contains fdisk (and xfdisk if fdisk fails), format and
the sys command for making the usb stick bootable.

keyboards.
For example inserting '@' or '\' in your autoexec.bat or config.sys
